2. Provide waste stream calculations and waste enclosure specifications compliant with Technical Standards Manual Section 8. Please ensure that the clear operating space when measured from the front of the enclosure is met. Also show on-site trash truck maneuverability. Per TSM 8-5.3

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by the Site Landscape and NPPO section to ensure compliance with the applicable UDC development criteria and Technical Standards.

SEE PAD-21 PAGES 49 THRU 51 FOR FULL PAD LANDSCAPE REQUIREMENTS.

OVERVIEW OF PAD-21 LANDSCAPE REQUIREMENTS:

1. Street landscape borders and screening of parking lots along Valencia Road and Spine Road will be accomplished with low screen walls (consisting of a wall/vegetative hedges/combination of both) and 10-foot-wide landscape border in accordance the City of Tucson Unified Development Code (UDC).

2. Screening of parking lots along Julian Wash Trail shall have a maximum 30-inch screen consisting or wall, vegetative hedge, or a combination of both.

3. The site is subject to City of Tucson Commercial Rainwater Harvesting requirements. See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required.

4. A Native Plant Preservation Plan (NPPO) shall be prepared on a Development Area basis. A registered landscape architect shall determine the viability of conducting a NPPO for each block. In the event there are native plants that can be transplanted or preserved in place, the vegetation existing on the site shall be inventoried and a plan shall be submitted by a registered landscape architect to the City of Tucson in accordance with the provisions set forth in the City of Tucson Unified Development Code.

5. Non-residential uses shall consist of a minimum of 10-foot-wide landscape buffer and 5-foot decorative masonry wall unless developed adjacent to non-residential uses.

6. Where a single parking row occurs, one tree per every four parking spaces will be provided.

7. Where a double-parking row occurs, one tree per every eight parking spaces will be provided.

8. All landscape borders proposed within public rights-of-way will require approval from the Tucson Department of Transportation (DTM). Contact David Marhefka, PLA for review and approval prior to development package submittal. David.Marhefka@tucsonaz.gov

9. Low-water-use plants that reflect and enhance the image of Sonoran Desert landscape will be utilized.

10. Provide shade along pedestrian circulation and trail node areas.

11. Provide shade throughout the development utilizing trees and/or building overhangs/arcades.

12. Irrigate landscape areas using an underground drip irrigation system.

13. Coordinate above- and below-ground utilities in landscape plans to avoid conflicts at the time of installation.

14. Minimize the removal of mature trees, cacti, and other native vegetation during site design. If in-place preservation is not feasible, viable mature vegetation should be salvaged and replanted on-site.

THE FOLLOWING LANDSCAPING STANDARDS SHOULD ENHANCE THE DEVELOPMENT THROUGH THE USE OF ONE OR MORE OF THE FOLLOWING DELINEATION METHODS:

15. Access to public areas of interest such as parks, plazas and trail nodes will be enhanced through the use of additional or colorful plantings, monumentation or artwork.

16. Include outdoor public spaces with special amenities that encourage use, such as benches, overhead shade, sitting areas, outdoor fitness equipment, picnic tables, play equipment, mailboxes and bicycle facilities.

17. Incorporate seating, landscape, and gathering areas that contribute to the outdoor use and the open space enjoyment of the area in spaces between buildings in a development.

18. Use plant selection and placement to reduce the heat island effect.

19. Use bold accents and colorful plant species to liven up the street scene and intersection.

ADDITIONAL STANDARD SITE LANDSCAPE/NPPO COMMENTS:

20. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Grading Plans to have identical basin size, grades, spot elevations and curb cut locations.

21. Maximize rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area.

22. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0

Based on the information provided, Tucson Water has no objections to, or comments on, the proposed development.
Potentially serving this parcel is an 8in PVC shown on approved plan no. 2-050-2025. This main lies in an existing public water easement, as such, another public water easement will be required to extend the main for your potable water supply
1 The owner/developer will need to construct all on-site and any off-site public water mains necessary to serve this development at his or her own expense.
2 The water mains serving this project must be public water mains, this project will need to be equipped with its own water meter.
3 The following requirements will apply to the design and construction of the new public water mains:
a. The owner/developer will first need to obtain a Water Availability Letter from Tucson Water via the Tucson Development Center Online website that verifies this project is within Tucson Water’s service area. This document is required for all projects, even though it may be obvious that the project is within Tucson Water’s service area. It is used in many other development processes, most notably the City Council’s final plat approval process.
b. A master water plan showing the proposed water main layout will then need to be prepared for this project.
c. The proposed new on-site water mains will need to connect at least two different points in Tucson Water’s existing water distribution system and form a loop as required by Section 8-06.4.2.A of Tucson Water’s Design Manual to meet water quality and fire flow requirements. If such looping is not legally or technically feasible, a written explanation of what legal and/or technical reasons prevent such looping must accompany the Master Water Plan when it is submitted for review. (A Letter of Variance)
d. The new public water mains will also need to be located within public or private streets to the maximum extent practicable. Where this is not practicable, the new water mains will need to be centered within public water easements that are a minimum of 15’ wide and lie on smallest number of private parcels possible.
e. The local fire department’s fire flow requirement for the building type, the fire hydrants and the fire department’s vehicular access also need to be shown on the water master plan.
f. The water master plan must be submitted for review and acceptance via the Tucson Development Center Online website, wherein it will be routed to Tucson Fire Department and Tucson Water reviewers for review.
g. Upon the Fire Department’s and Tucson Water’s acceptance of the water master plan, a detailed water design plan for the new water mains must be prepared
h. The detailed water design plan must also be submitted to Tucson Water’s New Development section for review and acceptance via the Tucson Development Center Online website
i. The owner of the property will need to enter into a Construction Agreement with Tucson Water regarding the construction of the new water mains before Tucson Water will accept the detailed water design plan.
j. Upon Tucson Water’s acceptance of the detailed design plan, the detailed design plan must be submitted to Pima County Development Services Department for an ADEQ Approval To Construct to comply with State of Arizona law.
k. Only after all the above tasks have been completed, may the owner/developer schedule a Pre-Construction Meeting with Tucson Water’s Construction section to schedule the start of the new public water main construction.
l. Tucson Water Construction section staff will regularly inspect the construction of the new water main to ensure it is constructed according to plan.
m. Upon successful completion of construction of the new water main, Tucson Water Construction section staff will prepare as-built drawings and a Certificate of Completion for the new water main.
n. The as-built drawing and the Certificate of Completion must then be submitted to Pima County Development Services Department for an ADEQ Approval of Construction to comply with State of Arizona law.
o. Upon receipt of the ADEQ Approval of Construction, Tucson Water Construction section staff will issue a final acceptance letter for the new water main. The new public water mains will not be accepted into Tucson Waters distribution system for use, and no water meters will be issued, until all new public water easements shown on the detailed construction plan have been recorded.
p. Only after all the above have been completed, may a water meter be obtained for the proposed development.
