Site Landscape | REVIEW COMPLETED | CDRC TRANSMITTAL PLANNING AND DEVELOPMENT SERVICES DEPARTMENT REVIEWER: CHAD KELLER, RLA PDSD LANDSCAPE/NATIVE PLANT PRESERVATION SECTION PROJECT: RIO NUEVO AREA (RNA) REVIEW (MINOR DEVELOPMENT PACKAGE) ACTIVITY NO: TP-PRE-0824-00200 ADDRESS: 177 N CHURCH AV ZONING: OCR-2 COMMERCIAL ZONE This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards. SITE LANDSCAPE/NPPO REVIEW COMMENTS GENERAL RIO NUEVO AREA (RNA) COMMENTS: 1. Per UDC section 5.12.7.D.3 Rio Nuevo Area Design Guidelines – Site Design Standards -- 5% of gross floor area of new construction shall be provided for open space, plaza, courtyards, etc. This requirement can be waived by the PDSD Director. 2. Per UDC section 5.12.7.D.4 Rio Nuevo Area Design Guidelines – Site Design Standards- 50% shade coverage of all sidewalks and pedestrian pathways is required. After reviewing the shade study prepared by EXA Architects, it appears that most of the shade is provided by the building and attached shade canopies, which is allowed for the calculations. Native shade trees might be a nice addition to the 3 planter islands located on the south and the east sides of the project to enhance the shade calculation numbers. GREATER INFILL INCENTIVE SUBDISTRICT (GIID) COMMENTS: IF UTILIZING THE GIID PLEASE REFER TO THE BELOW LISTED SECTION. Section 7.6, Landscaping and Screening a. Section 7.7, Native Plant Preservation may not be modified. b. Except as required by Section 5.12.8.B, Development Transition Standards, a complete or partial exception to Section 7.6, Landscaping and Screening Standards, may be granted if shade is provided for pedestrians and customers, such as along sidewalks, pedestrian circulation paths, and outdoor patios, in accordance with Section 5.12.6.A.2. The landscaping requirement may also be waived by the PDSD Director based on a written finding that the waiver is necessary to preserve the prevailing setback. c. Any one or more of the following types of landscaping and improvements may be used to comply with this section: (1) Existing landscaping; (2) Shade trees in the right-of-way; (3) Green walls or green roofs; and/or (4) Shade structures, such as awnings. Pedestrian Access Alternative pedestrian access that creates connectivity between public entrances to the project and abutting sidewalks may be allowed if no safety hazard is created. The proposed development must comply with Administrative Manual 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency. 2. The site is zoned OCR-2 and the proposed use is commercial – food and beverage services, which is permitted. 3. The site is within the Rio Nuevo Area (RNA), per UDC 5.12.7 the provisions of Section 5.12.7 are mandatory for proposed development properties in the RNA under existing underlying zoning. If this requirement cannot be met, an Individual Parking Plan (IPP) is required, or an off-site parking agreement may be established. 7. The required bicycle parking for food service is 1 short-term space per 2,000 sq ft of GFA with a minimum of two spaces, and 1 long-term space per 12,000 sq ft GFA with a minimum of two spaces (UDC 7.4.8). TW New Area Development | REVIEW COMPLETED | TP-PRE-0824-00200 - Pre-Application Conference Review v1 – 177 N CHURCH AV Tucson Water has no objections to the proposed development and offers the following comments for your convenience: 1. Tucson Water’s records indicate that there is an existing 6in Cast Iron Stub-Out beneath the proposed worksite. These records also show that the main is only 3.4ft below pavement (assuming the same for the stub-out). It is strongly recommended that great care is taken when disturbing the earth surrounding the stub-out given the age of the cast iron. 2.
