The applicant requests feedback on a proposal to install a new 70-foot communications tower at the subject parcel.

The proposal entails a new monopole tower with three fixed directional wi-fi antennas and associated ground equipment using awarded funds under the Tribal Broadband Connectivity Grant of the National Telecommunications and Information Administration.

The proposed antennas are 5.1 Ghz antennas which operate in frequencies approved for unlicensed wireless use, to provide wireless broadband internet to the Pasqua Yaqui community.

Plan Tucson policies encourage the expansion of state-of-the-art and cost-effective technologies for public infrastructure and facilities.

Analysis:

The construction of a new monopole tower as demonstrated in the plan set is subject to UDC sec. 4.9.4.I.8.a. This section requires a Mayor & Council Special Exception.

a. Wireless communication antennas, provided:
(1) The tower or antennas are not permitted by other provisions of this section;
(2) New towers require a minimum separation of one mile from any existing tower, regardless of ownership, unless documentation establishes that no practical alternative exists;
(3) All appropriate measures shall be taken to conceal or disguise the tower and antenna from external view;
(4) All appropriate measures shall be taken to reduce the negative proliferation of visible towers and antennas by the collocation of new antennas on existing towers or with the facilities of other providers that are located or planned for development within the proposed service area; and,
(5) Notice shall be provided to all agents designated, in accordance with Section 4.9.4.I.2.g, at least 15 days prior to the date of the public hearing before the Zoning Examiner.

The project is proposed to provide wireless internet infrastructure to the tribal community using available federal grant funding. Although there is one tower approximately one-half mile from the proposed site, it is too short to provide the line-of-site coverage to the tribal community. A direct line-of-sight is required because of the highly directional nature of the proposed antennas.

The new monopole is located adjacent to an interstate highway in a sparsely developed area, in proximity to the intended beneficiaries of the wireless broadband service it will provide. As there are no tall objects or trees in the development area, camouflage of the monopole should be provided with a blue-gray color scheme to minimize contrast against the sky.

The plan set should clearly demonstrate future colocation opportunities – leasing tower space to other carriers helps to minimize the unnecessary proliferation of highly visible wireless infrastructure.
