Please include area of disturbance and cut/fill quantities on the plan set. 2. Provide updated waste stream calculations per TSM Section 8 and add waste enclosures as needed. 3. For option 1, first flush retention will be required for new impervious areas since the expansion exceeds 2,000 square feet. Provide a drainage statement showing how this requirement is met. For option 2, first flush retention and balanced basin detention compliant with sections 2 and 3 of the DSSDR will be required for the expansion. A drainage report will be required to establish that these requirements are being met. Include a hydrology study for Creekside Wash for the 100-year storm and explain the sizing of the culverts under the new parking lot. 4. Please provide two additional ADA parking spaces compliant with ADA Accessibility Standards Chapters 208 and 502. A total of 5 ADA parking spaces is required if there will be 107 parking spaces. 5. Pedestrian circulation is required to connect all buildings, dumpster areas, and the sidewalk on the street frontage per TSM 7-01.3.3. Show a continuous pedestrian path. 6. ACTIVITY NO: TP-PRE-0824-00194 ADDRESS: 4455 E CAMP LOWELL DR ZONING: R-2 RESIDENCE ZONE This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards. OPTION 1 EXPANSION - SITE LANDSCAPE/NPPO COMMENTS: Option 1 appears to be less than a 25% expansion of floor area. If this is the case, then only the area of expansion must meet the following Site Landscape/NPPO code standards. 1. A NPPO or a NPPO Waiver is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, must be submitted and approved or a request for an exception from the Native Plant Preservation requirements shall be approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Administrative Manual Section 2-11.0.0 prior to Grading Plan approval. PDSD will provide the applicant with the NPPO Waiver form upon request. OPTION 2 EXPANSION - SITE LANDSCAPE/NPPO COMMENTS: Option 2 appears to exceed the 25% expansion of vehicular use area. If this is the case, then the following landscape code compliance is required. 1. A NPPO or a NPPO Waiver is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, must be submitted and approved or a request for an exception from the Native Plant Preservation requirements shall be approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Administrative Manual Section 2-11.0.0 prior to Grading Plan approval. PDSD will provide the applicant with the NPPO Waiver form upon request. 2. A landscape plan is required per UDC 7.6.2.B.1-b. The Unified Development Code requires all new development, or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 3. Provide the required number of trees in all vehicular parking areas (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 4. A landscape border is required where a parking lot is adjacent to residential zoned properties. This border shall consist of a 5-foot wall on the north side of the parking area. See UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. 5. If required, update the street landscape border along E Camp Lowell Dr. See UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. 6. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 7. At the proposed expanded parking area, incorporate the standards provided in the Commercial Rainwater Harvesting Ordinance per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards is required. 8. The Landscape Plan should match the Water Harvesting Plan as well as the Grading Plan. The Landscape Plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan. 9. Maximize the rainwater harvesting across the proposed parking area into all landscape areas directly adjacent to the parking area. 10. The Commercial Rainwater Harvesting Plan must utilize the Site Water Budget. See TSM 4-01.3.1 Exhibit A. If a copy of the water budget spreadsheet is needed, please reach out to Site Landscape/NPPO and I will provide the spreadsheet. The Site Water Budget is how the Water Department tracks the irrigation water use on-site. 11. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. The proposed development must comply with Administrative Manual 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency. 2. The site is zoned R-2 and the proposed use is Civic use – Cultural privately owned and operated which is permitted through a Special Exception Procedure subject to use specific standards 4.9.3.C.2 through 8 (UDC Table 4.8.4). Food and Beverage Services; and Alcohol Beverage Services are permitted as accessory uses through Mayor and Council Special Exception procedure subject to use specific standards 4.9.4.M.1 & 3, and 4.9.4.C.3 and 4.9.4.V.4 & .8, respectively. Alcoholic Beverage Service may be provided outdoors if the outdoor area is a minimum of 100 feet from residentially zoned property. If the use is within 600 feet of a residential zone, no loudspeakers or music, live or recorded, are permitted. 3. Reference the rezoning conditions found within the case number C9-06-20. 4. The last approved development package D07-0026 had 15,000 square feet of GFA, and it appears the proposed expansion is greater than 25%. Per UDC 7.4.3.E.2 if an expansion is 25% or greater the requirements of UDC 7.4 apply to the entire site. 5. The maximum lot coverage permitted for cultural uses in the R-2 zone is 60% (UDC 6.3-2.B). 6. The minimum setback requirement to the north, and west for a nonresidential use adjacent to a residential zone is 10’ or ¾ the height of the proposed wall height (UDC 6.3-2.A). 7. The minimum setback requirement for nonresidential uses adjacent an arterial Major Street is 10’ from the existing and future property line (UDC 6.4.5.C). 8. The minimum parking requirement for Civic use – Cultural is 1 space to 300 square feet of gross floor area. The minimum parking requirement for Commercial use – Food Services is 1 space per 100 square feet of gross floor area and outdoor seating area (UDC 7.4.4). As the kitchen is part of the food service use, the food service parking calculation should be applied to the GFA for the kitchen. 51 spaces are required for the existing museum, 35 spaces are required for the food services use, and 8 are required for the proposed museum expansion. 94 parking spaces are required, 4 of which shall be ADA accessible with one (1) being ADA van accessible. Refer to UDC 7.4.6 for design criteria. 9. The bicycle parking requirements for Civic use – Cultural are 2% of the maximum expected daily attendance with 50 being the maximum shall be short-term and 1 space per 20 employees for long-term bicycle parking. The short-term requirement for Food Services is 1 space per 2,000 sq. ft. GFA and long-term is 1 space per 12,000 sq. ft. GFA (UDC 7.4.8). Refer to UDC 7.4.9 for design criteria. 10. There is no Electric Vehicle Supply Equipment requirement for Civic uses. The EVSE requirement for food services is 5% shall be EV Installed and 10% shall be EV Capable. Two (2) spaces shall be EV Installed and four (4) shall be EV Capable (UDC 7.4.11). One of the required EVSE parking spaces shall be accessible complaint, separate from the required ADA parking requirements. Refer to UDC 7.4.12 for design criteria. 11. Provide a pedestrian circulation path that connects all areas of development and to any adjacent street frontage. The path must be ADA accessible and a minimum of 4’ wide (TSM 7-01). 12.
