First flush retention and balanced basin detention compliant with sections 2 and 3 of the DSSDR will be required. Site Landscape | REVIEW COMPLETED | CDRC TRANSMITTAL PLANNING AND DEVELOPMENT SERVICES DEPARTMENT REVIEWER: CHAD KELLER, RLA PDSD LANDSCAPE/NATIVE PLANT PRESERVATION SECTION PROJECT: MULTIFAMILY DEVELOPMENT ACTIVITY NO: TP-PRE-0824-00188 ADDRESS: 115 S LINDA AV ZONING: C-3 LAND USE: MULTIFAMILY/COMMERCIAL This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards. GENERAL RIO NUEVO AREA (RNA) COMMENTS: 1. Per UDC section 5.12.7.D.3 Rio Nuevo Area Design Guidelines – Site Design Standards -- 5% of gross floor area of new construction shall be provided for open space, plaza, courtyards, etc. This requirement can be waived by the PDSD Director. 2. Per UDC section 5.12.7.D.4 Rio Nuevo Area Design Guidelines – Site Design Standards- 50% shade coverage of all sidewalks and pedestrian pathways is required. GENARAL DOWNTOWN CORE SUBDISTRICT (DCS) COMMENTS: PER UDC 5.12.10.C IID-DOWNTOWN CORE SUBDISTRICT EXCEPT AS PROVIDED IN THIS SECTION, DEVELOPMENT WITHIN THE DOWNTOWN CORE SUBDISTRICT IS EXEMPT FROM THE FOLLOWING STANDARDS UNLESS THE PDSD DIRECTOR MAKES A FINDING THAT PUBLIC SAFETY AND HEALTH WOULD BE JEOPARDIZED: 3. UDC 7.6 (Landscape and Screening Standards) except as required by Section 5.12.8.B (Streetscape Design) the streetscape must comply with the street design standards in the Technical Manual and the Streetscape Design Policy. 4. UDC 7.7 (Native Plant Preservation) Upon submittal of this development package, please include documentation stating how the applicant is meeting the requirements of the overlay district in terms of Landscaping and Commercial Rainwater Harvesting. DTM approval is required for all planting and irrigation in the ROW prior to the approval of the development package. The proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency. 2. The project is located within the Downtown Core Subdistrict (DCS) and Rio Nuevo Area (RNA) of the Downtown Area Infill Incentive District (IID) Urban Overlay Zone. Pre-application documents indicate that the applicant intends to pursue development of the site(s) under the guidelines of the IID overlay. If you are planning to use the IID as a tool for development/redevelopment, please submit a special districts application as a sub-record of the development package, once submitted. The IID is regulated by UDC Section 5.12. 3. The following dimensional standards apply to the C-3 zone prior to any IID-related modifications. Per UDC Table 6.3-4.A, residential density in a C-3 zone is 87/acre. There is no lot coverage maximum. Height is limited to 75’. Setbacks to Linda, a local street, are 20’. Setbacks to Congress, an arterial road, are 10’. Setbacks to the east are 0’. The future status of Paseo de los Zanjeros requires further discussion with Department of Transportation and Mobility which may affect setback requirements. I will reach back out with further information. 4. Per UDC Table 7.4.4-1, the minimum number of motor vehicle spaces required is 130 prior to any reductions. Accessible parking space requirements are based on pre-reduction parking spaces requirements and cannot be reduced by the IID. Four standard accessible spaces and one van-accessible space is required. These should be dispersed among accessible entrances and located on the shortest accessible route to the entrance they serve. 5. Per UDC Table 7.4.8-1, the minimum required number of short-term bicycle parking spaces is 18. The minimum required number of long-term bicycle parking spaces is 90. 6. Per UDC Table 7.4.11-1, 10% of motor vehicle parking spaces are required to be EV Ready. 20% are required to be EV Capable. 7. TW New Area Development | REVIEW COMPLETED | TP-PRE-0824-00188- Pre-Application Conference Review v1 – 115 S LINDA AV - Multifamily Development Tucson Water has no objections to the proposed development and offers the following comments for your convenience: 1. There is an existing 8” PVC water main in Linda Avenue and an existing 12” PVC water main in Paseo De Los Zanjeros that this project may connect to. See Tucson Water’s NE141413 valve map. 2. The water pressure in this area at ground level (based on elevation) is estimated to be in the 50-57 psi range. A private on-site water pressure booster station may be necessary to serve the upper floors of this development. 3. The required water meter size for the multifamily residential building will be determined by a water fixture count conducted in accordance with the 2018 International Plumbing Code and Tucson Water’s Water Meter Sizing Guidelines.
