This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by the Site Landscape and NPPO section to ensure compliance with the applicable UDC development criteria and Technical Standards.

SITE LANDSCAPE/NPPO COMMENTS:

1. A NPPO or a NPPO Waiver is required per UDC 7.7. SEE UDC 7.7.3. APPLICABILITY; UDC 7.7.4 NPPO GENERAL PROVISIONS AND STANDARDS; UDC 7.7.4.C. PLAN APPROVAL PRIOR TO PERMITTING; UDC 7.7.4.D. PROFESSIONAL EXPERTISE 7.7.5.C.5; ALSO SEE AM 2-11.3.0 PERMITTED EXCEPTIONS. PDSD will provide the applicant with the NPPO Waiver form upon request.

2. UDC 7.6.2. APPLICABILITY
The provisions of this section apply to the following:
A. All new development; and,
B. Expansion of existing development, as provided below:
1. Buildings Greater Than 10,000 Square Feet
On sites where the gross floor area of the existing building (s) is more than 10,000 square feet, expansion in square footage of land area, floor area, lot coverage, or vehicular use area as follows:
a. If the expansion is less than 25%, the standards of this section apply only to the proposed expansion. Existing development on the site is subject to the zoning standards in effect at the time the existing development received zoning approval.

3. A landscape plan is required. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.

4. Provide the required number of trees in all vehicular parking areas (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.. PROVIDE A CALCULATION FOR THE REQUIRED SHADE TREES DUE TO THE EXISTING ASPHALT REMOVAL AND LIMITS OF WORK.

5. A drip irrigation plan and details are required for all proposed landscape planting areas.

6. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.

7. A Commercial Rainwater Harvesting plan is required: See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required.

8. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Grading Plans to have identical basin size, grades, spot elevations and curb cut locations.

9. Maximize rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area.

10. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0

COMMENTS:

Any proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package (DP). Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency.



This project, even if divided into its own parcel at a future point, is part of the Santa Cruz Shopping Center development. Cross-access agreements will be required with any adjacent parcels, as well as any parcels which provide access to the public right-of-way along both W Ajo Wy and S 16th Av. Provide a City of Tucson “Covenant Regarding Development and Use of Real Property” with the DP submittal. A copy of this covenant can be provided through the email contact below.



If the intent is to sub-divide the lot, this will require a separate permit.



The site is zoned C-2. The proposed use is “Retail Trade: General Merchandise Sales (Fuel Station),” which is permitted, subject to use specific standards UDC 4.9.9.B.1.



Dimensional Standards per UDC Table 6.3-4.A:

Interior/front/rear lot line setbacks: 0 ft

maximum building height: 40 ft

maximum lot coverage: 70%



Motor vehicle parking requirements for “Gasoline Sales without Food and Beverage Sales” is 1 space per employee but not less than 2 spaces (UDC Table 7.4.4-1). See UDC 7.4.6 for design criteria. One (1) ADA van-accessible parking space is required. See IBC Chapter 11 Accessibility, Table 1106.1, 76-100 (www.ada.gov/topics/parking) for design criteria.



As this project proposes to eliminate existing motor vehicle parking on site, provide an updated motor vehicle parking calculation indicating the change in parking and that the site will maintain the required minimum amount of parking overall. Indicate uses of all buildings on site. This site may utilize the motor vehicle parking calculation for “Shopping Center” as indicated in Table 7.4.4-1 (1/300 sf), except that any Food Service (1/100 sf), Entertainment (1 space per 5 fixed seats or 1/50 sf), and Alcoholic Beverage Service (1/50 sf) uses must be parked separately at their specific calculations.



Bicycle parking ratios (UDC Table 7.4.8-1). See UDC 7.4.9 for design criteria.

Short-term: 1 space per 5,000 sq. ft. GFA. Minimum requirement is 2 spaces.

Long-term: 1 space per 12,000 sq. ft. GFA. Minimum requirement is 2 spaces.



Per Technical Standards Manual (TSM) section 7-01.3.0., provide a pedestrian circulation path that connects to all areas of development on-site and to any adjacent street frontage. The path must be ADA accessible and a minimum of 4’ wide (TSM 7-01).

Per TSM 1-01.60, a Technical Standards Modification Request (TSMR) may be utilized to request relief from this requirement. Request a TSMR application from nicholas.ross@tucsonaz.gov.



Access Lane / Parking Area Access Lane (PAAL):

Ensure setbacks from access lanes/PAAL meets the requirements of UDC 7.4.6.F.2.a., requiring a one-foot setback from open structures (like a canopy) and from the building and two feet from any obstruction over 6 inches in height

Per UDC Table 7.4.6-2, the minimum width for two-way access lane or PAAL is 24’. Measurement of all PAAL widths shall not include the pedestrian circulation path (measurement starts from the outside edge of the sidewalk).



Show trash collection area on site plan. If dumpster service is not proposed, indicate type of service.
