This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards.

RIGHT OF WAY - NEW PARKING AREA LANDSCAPE COMMENTS:
1. DTM approval is required for all planting and irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka (David.marhefka@tucsonaz.gov) if necessary for this project.

2. There are protected native plants in the proposed parking area within the ROW (Saguaro). An NPPO or an NPPO waiver is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, must be submitted and approved or a request for an exception from the Native Plant Preservation requirements shall be approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Administrative Manual Section 2-11.0.0 prior to Grading Plan approval. PDSD will provide the applicant with the NPPO Waiver form upon request.

3. Provide the required number of trees in the vehicular parking area in the ROW (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

4. Maximize the rainwater harvesting across the site into the planting areas for the trees in the parking lot.

SITE LANDSCAPE COMMENTS
5. Repair/replace all landscape areas disturbed by the new construction on site, including any removed trees or shrubs.

6. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.

7. A supplemental landscape/mitigation plan would be helpful during the review process, but not required.

COMMENTS:
1. The proposal should be submitted as a Capital Improvement Project (CIP). The development must comply with Administrative Manual Section 2-06.0.0 for a development package. A separate building permit will also be required for the proposal.

2. Ensure TD-DEV-0823-00341 is in complete status prior to submittal of a development package for this proposal.

3. The existing and proposed Civic Assembly as well as Parks and Recreation uses are permitted in the HO-3 zone, subject to use-specific standard 4.9.13.K.

4. The site is in the Armory Park Historic Preservation Zone (HPZ). Full HPZ review is required for the proposal. The historic review process must be completed prior to zoning approval of both the development package and building permit.

5. Ensure the building height of the new canopy is provided on the development package.

6. The proposal does not trigger additional motor vehicle and bicycle parking.

7. Ensure compliance with Technical Standards Manual Section 7-01.4.3. All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet.

8. Ensure access standards found in Section 7.8 of the UDC and Sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met.

TW New Area Development REVIEW COMPLETED TP-PRE-0724-00174 - Pre-Application Conference Review v1 – 222 S 5TH AV

Tucson Water offers the following comments regarding this project.

1. A 16” concrete cylinder water transmission main constructed in 1949 crosses Armory Park from north to south in a relatively shallow trench. See Tucson Water’s NE131413 valve map and Sheet 9 of Tucson Water’s ‘as-built’ Plan No. 002-1949.

2. The fences for the proposed dog park and portions of the proposed new hardscape will cross this old, fragile water transmission main. And the edge of the existing stage that will be demolished is near, or on this water transmission main.

3. Great care will need to be taken when working in the area of this transmission main. Please consult with Mr. Jesus Suarez, the Water Administrator of Tucson Water’s Operational Reliability & Condition Assessment Division regarding what special precautions, if any, must be taken when working near this old transmission main. Mr. Suarez may be contacted by sending an email to Jesus.Suarez@tucsonaz.gov.

4. Gates that open a minimum of 15’ wide will be required in the fences around and within the dog park, so that Tucson Waters maintenance vehicles can access all portions of this old transmission main, in the event of a line break.

5. Water mains installed on property owned by the City of Tucson, such as parks, well sites, and property leased to the Tucson Airport Authority, require a Utility Service Agreement. The execution of this agreement is similar to that of a new easement being recorded by separate instrument and sequence number. The Parks and Recreation Department will need to prepare an acceptable legal description and location exhibit for the Utility Service Agreement before the Development Package can be approved.

6. The Development Package for this project will need be routed to Tucson Water New Area Development staff for review and approval.
