This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards.

SITE LANDSCAPE/NPPO COMMENTS:
1. An NPPO or an NPPO waiver is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, must be submitted and approved or a request for an exception from the Native Plant Preservation requirements shall be approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Administrative Manual Section 2-11.0.0 prior to Grading Plan approval. PDSD will provide the applicant with the NPPO Waiver form upon request.

2. A landscape plan is required per UDC 7.6.2.B.1-b. The Unified Development Code requires all new development, or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.

3. Provide the required number of trees in the vehicular parking area (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

4. Updated the required 10 foot street landscape border along S Houghton Rd per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.

5. DTM approval is required for all planting and irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka (David.marhefka@tucsonaz.gov) if necessary for this project.

6. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.

7. A Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards is required.

8. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. The Landscape Plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas on the Landscape Plan.

9. Maximize the rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area.

10. The Commercial Rainwater Harvesting Plan must utilize the Site Water Budget. See TSM 4-01.3.1 Exhibit A. If a copy of the water budget spreadsheet is needed, please reach out to Site Landscape/NPPO and I will provide the spreadsheet. The Site Water Budget is how the Water Department tracks the irrigation water use on-site, not first flush retention volume charts.

11. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0

1. The proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency.

2. Food service is a permitted use in the C-1 zone, subject to use-specific standards listed in UDC Sections 4.9.4.M.1 & 5 and 4.9.13.O. Section 4.9.13.O limits food service uses to one drive-through.

3. Per UDC Table 6.3-4.A, maximum permitted height for a nonresidential structure in C-1 zoning is 30’.

4. The submitted reference plans show an outdoor patio. If this patio is proposed to serve as outdoor seating or dining, the space would be considered gross floor area (GFA) and should be included with total GFA calculations that would also affect lot coverage and parking calculations. If the patio is intended for outdoor seating or dining, annotate it as such and indicate square footage.

5. Per UDC Table 7.4.4-1, the proposed development, based upon 950 square feet of gross floor area, requires 10 motor vehicle parking spaces, of which at least one must be ADA van accessible.

6. Per UDC Table 7.4.8-1, two short-term bicycle parking spaces are required. Bicycle parking design criteria should be in accordance with UDC Section 7.4.9. No long-term bicycle parking is required if the total gross floor area is less than 2,500 square feet.

7. Per UDC Section 7.4.2.F.a(2), access lanes must be setback at least one foot from a structure when it serves as a drive-through lane. Ensure this setback is depicted on future plans.

8. Signage will be by separate permit.

9. Per UDC Technical Standards Manual (TSM) Chapter 7-01, provide pedestrian circulation path(s) that connects all areas of development, including the entrance, trash enclosure, and to any adjacent street frontage (Houghton Road). The path must be ADA accessible and a minimum of 4’ wide.

Tucson Water has no objections to the proposed development and offers the following comments for your convenience:

1. There is an existing 6” PVC water main on the west side of the property (APN 13348128E) that this project may connect to. See Tucson Water’s NE141415 valve map and the as-built’s of Tucson Water’s Plan No. 068-1998. Copies of any valve map(s) and/or ‘as-built’ plan(s) referenced in these comments may be obtained from Tucson Water’s Mapping & GIS Center by sending an e-mail request for them to TWMapInfo@tucsonaz.gov.

2. The ‘as-built’ plan indicates this existing water main is within a water easement created by Docket 10841, Page 055. Two ‘stubouts’ of this easement may extend onto this parcel. If so, no permanent structures, including walls or fences, may be constructed across those ‘stubouts’ in the easement.

3. Tucson Water’s NE141415 valve map and the as-built’s of Tucson Water’s Plan No. 068-1998 indicate this existing water main includes a 4” fire service to serve APN 13348128E. But other portions of Tucson Water’s records indicate the status of this fire service is “Inactive; disconnected from the distribution systme (may or may not be an air gap); not participating in the water distribution system.” This fire service may or may not need to be reconstructed. The Applicant may need to conduct a field investigation to determine the status of this fire service.
