TP-PRE-0723-00258 ADDRESS/PARCEL: 1135 W MIRACLE MILE/107-06-0670 ZONING: C-2, MH-1 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards. COMMENTS: 1. Landscape/NPPO understands that the west side of the site is to be developed at a later date, but is choosing to provide comments for the full site understanding that the implementation of these requirements may be phased out over time. 2. There must be an NPPO waiver. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. 3. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 4. Ensure the required number of trees is in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 5. There will need to be a street landscape border on W Miracle Mile per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. 6. There will need to be an interior landscape border on both the west and south sides of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. 7. See Engineering notes for Retention/Detention. 8. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 9. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan. 10. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot. 11. Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. | TW New Area Development | REVIEW COMPLETED | TP-PRE-0723-00258 - Pre-Application Conference Review v1 – 1135 W MIRACLE MILE 1. This project is located within Tucson Water’s water service area, adjacent to the Flowing Wells Irrigation District’s water service area. And the border between these two service areas is somewhat unclear to me at the moment. (The boundaries of the Flowing Wells Irrigation District’s water service area shown on their website do not match the boundaries of Tucson Water’s water service area shown on Tucson Water’s GIS system. I don’t know which is correct.) 2. The existing motel building receives its water from an existing Tucson Water 4” cement asbestos main constructed in 1971 that is connected to an existing 4” galvanized steel water main constructed in 1953 on the south side of Miracle Mile. These old 4” water mains are not likely to be able to supply significant amounts of fire suppression water. 3. Tucson Fire has required fire hydrants within 600’ of all portions of the existing building. There is an existing fire hydrant owned and operated by the Flowing Wells Irrigation District at the northeast corner of the Nevada Smith’s property in a small parcel owned by the Flowing Wells Irrigation District. (APN 107060650) that may meet this distance criteria. As this fire hydrant is connected to the Flowing Wells Irrigation District’s distribution system, not Tucson Water’s, the Flowing Wells Irrigation District will need to verify that this fire hydrant can supply the amount of fire flow required by the Tucson Fire Department based on the existing motels construction type and square footage. 4. Tucson Fire has also required that the existing motel building be equipped with a fire suppression sprinkler system. Section BI05.3 of Appendix B to the 2018 International Fire Code states, “For buildings equipped with an approved automatic sprinkler system, the water supply shaII be capable of providing the greater of. a. The automatic sprinkler system demand, including hose stream allowance. b. The required fire flow.” 5. To supply the necessary fire suppression water to this proposed development the owner /developer of this project may need to construct at his or her expense one of the following options: a. Approximately 600’ of new 8” public water main on the south side of the Miracle Mile Right of Way from El Burrito Avenue to the northeast corner of the Amazon Motel property (APN 107060670), or b. 400-500 feet of new 8” public water main from the new Pima County Northwest Service Center on the north side of Miracle Mile, across Miracle Mile and along the south side of Miracle Mile to the northwest corner of the Amazon Motel property. c. An on-site private fire suppression water reservoir and fire water pressure booster station 6. One possible 4th option (connecting to the Flowing Wells Irrigation District’s water distribution system instead of Tucson Water’s) would likely require a formal agreement between Tucson Water and the Flowing Wells Irrigation District. And, there may be significant resistance to this idea on Tucson Water’s part. 7. The Project Description for this project indicates, “The site plan provided does not show the exiting parking on the west side of the lot, since that section of the project is slated to be redeveloped as a separate project.” Please note that the existing 4” cement asbestos main owned by Tucson Water that supplies water to the existing motel building does not extend to the west side of the Amazon Motel property. (See Tucson Water’s NW351313 valve map.) And, there are no other existing Tucson Water water mains that front the west side of this property. 8. When the local fire authority has determined the fire flow requirement based on the building size and construction type, the automatic sprinkler system demand including the hose stream allowance is known, and a water fixture unit count has been conducted for the project using the 2018 International Plumbing Code, please contact me to discuss options further. 9.
