Site engineering comments are as follows:

1. Pedestrian circulation is required to connect all buildings, any dumpster areas, common use areas, and the sidewalk on the street frontage per TSM 7-01.4.
2. First flush retention and balanced basin detention compliant with sections 2 and 3 of the Design Standards for Stormwater Detention and Retention (DSSDR) manual are required for the proposed project. Provide a drainage report which states how these requirements will be met.
3. Provide waste stream calculations and waste enclosure specifications compliant with Technical Standards Manual Section 8. Please ensure that the clear operating space when measured from the front of the enclosure is met. Per TSM 8-5.3
4. Provide site area of disturbance, as well as cut and fill quantities. TSM Sec 2.
5. Dimension all Parking Area Access Lanes (PAAL’s) and ensure accessibility for fire apparatus and trash removal vehicles. The minimum width for a one-way PAAL that serves as a fire lane is 20ft. The minimum width for a two-way PAAL serving 90-degree parking is 24ft. UDC Article 7.4.6
6. Clearly show downspouts on buildings to ensure that stormwater from roof drains, up to and including waters from the ten-year storm event, does not pass over sidewalks per Technical Standards Manual 7-01.4.3E.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by the Site Landscape and NPPO section to ensure compliance with the applicable UDC development criteria and Technical Standards.

SITE LANDSCAPE/NPPO COMMENTS:

1. If any of the existing vegetation will be disturbed with the expansion of the building, then a NPPO or a NPPO Waiver will be required per UDC 7.7. SEE UDC 7.7.3. APPLICABILITY; UDC 7.7.4 NPPO GENERAL PROVISIONS AND STANDARDS; UDC 7.7.4.C. PLAN APPROVAL PRIOR TO PERMITTING; UDC 7.7.4.D. PROFESSIONAL EXPERTISE 7.7.5.C.5; ALSO SEE AM 2-11.3.0 PERMITTED EXCEPTIONS. PDSD will provide the applicant with the NPPO Waiver form upon request.

2. UDC 7.6.2. APPLICABILITY
The provisions of this section apply to the following:
A. All new development; and,
B. Expansion of existing development, as provided below:
2. Buildings 10,000 Square Feet or Less
On sites where the gross floor area of the existing building (s) is 10,000 square feet or less, expansions in square footage of land area, floor area, lot coverage, or vehicular use area as follows.
b. If the expansion is 50% or greater or if expansions as of February 15, 1991, cumulatively result in a 50% or greater expansion in land area, floor area, lot coverage, or vehicular use area, the standards of this section apply to the entire site.

3. A landscape plan is required. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.

4. Validate that the parking area shade tree requirement is being met. Additional trees may be required to meet the Code Standards. Provide the required number of trees in all vehicular parking areas (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

5. Interior landscape borders are required on the eastern and southern property boundaries of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. All Other Land Uses not listed on the above-mentioned table adjacent to Residential zone requires a 10’ interior landscape border that includes a 5-foot screen.

6. Validate and update the Street Landscape Borders to meet UDC Standards. A street landscape border is required along Campbell Av and along Mabel St per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. All Other Land Uses not listed on the above-mentioned table along MS&R and non-MS&R requires a 10’ street landscape border.

7. A drip irrigation plan and details are required for all proposed landscape planting areas.

8. DTM review is required for all planting and irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka (david.marhefka@tucsonaz.gov) if necessary for this project.

9. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.

10. A Commercial Rainwater Harvesting plan is required: See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required.

11. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Grading Plans to have identical basin size, grades, spot elevations and curb cut locations.

12. Maximize rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area.

13. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0

1. Development must comply with the Administrative Manual Section 2-06, Development Package/Tentative Plat.

2. Religious use is permitted in the R-1 zone with no Use Specific Standards. Group Dwelling (Student Dormitory) is NOT a permitted use in the R-1 zone. Residential Care (maximum 10 people) could be permitted in the R-1 zone with Use Specific Standards 4.9.7.J.3.a, 4 (UDC Table 4.8-2) applicable. Another possibility is to rezone the property to achieve your development goals. Rezoning would require amending the Neighborhood and Area Plans. Tucson Water has no objections to the proposed development and offers the following comments for your convenience:

1. Additional information about the fire flow, the number, size and type of water meters needed for this development will need to be supplied to Tucson Water, to determine if modeling needs to be performed to verify the existing public water mains have the capacity necessary to serve the proposed development. This can be done via your interactions with the Tucson Water New Services Section
2. Any new on-site and off-site water mains needed to serve this development will need to be public water mains, constructed at the owner’s/developer’s expense.
3. When the fire flow requirements have been established by the local fire authority, the automatic sprinkler system demand, including the hose stream allowance, and the required fire flow are known, and a water fixture unit count has been conducted for the project using the 2018 International Plumbing Code, please contact Tucson Water’s New Services section by sending an e-mail to TW_COMMON@tucsonaz.gov to discuss:
• Potential points of connection to Tucson Water’s existing water distribution system. Please note that hydraulic modeling may need to be performed to verify which potential points of connection have the capacity necessary to serve the proposed development. If so, it can be arranged through Tucson Water’s New Services section.
• The number of water service lines, water meters, and meter sizes, necessary to serve this development.
• The advantages and disadvantages of installing the necessary water meters via Tucson Water’s Job Order Contract (JOC) process.
4. Note that a 10’ x 25’ easement is required for 3” or larger above ground meters, and 2” meters are the largest allowable underground meters.
