The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by the Site Landscape and NPPO section to ensure compliance with the applicable UDC development criteria and Technical Standards. SITE LANDSCAPE/NPPO COMMENTS: 1. A NPPO or a NPPO Waiver is required per UDC 7.7. SEE UDC 7.7.3. APPLICABILITY; UDC 7.7.4 NPPO GENERAL PROVISIONS AND STANDARDS; UDC 7.7.4.C. PLAN APPROVAL PRIOR TO PERMITTING; UDC 7.7.4.D. PROFESSIONAL EXPERTISE 7.7.5.C.5; ALSO SEE AM 2-11.3.0 PERMITTED EXCEPTIONS. PDSD will provide the applicant with the NPPO Waiver form upon request. 2. A landscape plan is required per UDC 7.6.2.B.1-b. The Unified Development Code requires all new development, or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 3. Provide the required number of trees in all vehicular parking areas (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 4. A street landscape border is required along E Broadway Bl per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. Commercial land use along MS&R and non-MS&R requires a 10’ street landscape border. 5. A drip irrigation plan and details are required for all proposed landscape planting areas. 6. DTM review is required for all planting and irrigation in the ROW prior to the approval of the development package. The proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency. 2. Although it is now a separate parcel, development of this parcel was originally approved as part of an overall shopping center site with the adjacent World Market and Best Buy. It still shares access and parking with the other uses. As the submitted plans indicate an overall reduction to the approved parking counts (49 on this parcel), confirm on the development package that the overall site still meets parking requirements for all uses. On the site plan, draw, dimension, and label adjacent access lanes and parking area access lanes (PAAL) to ensure they continue to meet minimum width requirements. In particular, the location of the dumpster appears to potentially reduce the width of the adjacent PAAL to the north. 3. A cross-access agreement will be required with parcel 127-09-008C. 3. “Food service” is a permitted use in the C-1 zone subject to use-specific standards 4.9.4.M.1 and .5 and 4.9.13.P. Among these standards is that only one drive-through lane is permitted. 4. Dimensional standards for C-1 follow: • Lot coverage: Nonresidential: N/A • Height maximum: Nonresidential: 30’ • Street Perimeter Yard: E Broadway Bl: 10’ from future right of way • East: 0’ • North: 0’ 5. Per UDC Table 7.4.4-1, food service requires a minimum of 1 motor vehicle parking space for every 100 square feet of gross floor area, to include any exterior serving areas. A 2,700 building would require 27 parking spaces, two of which would be required to be accessible. One of the two accessible spaces must also be van accessible. 6. Per UDC 7.4.11.B.3, electric vehicle supply equipment (EVSE) is not required for food service uses with less than 50 total required parking spaces. 7. Per UDC Table 7.4.8-1, the required amount of short-term bicycle parking is 1 space per 2,000 sf, but a minimum of two. The required amount of long-term bicycle parking is 1 space per 12,000 sf, but a minimum of two. 8. Ensure the motor vehicle parking area is designed in accordance with UDC 7.4.6. 9. When adjacent to a structure (like the building, or an open structure like a shade canopy), a drive-through lane must be setback at least one foot. Please draw, dimension, and label these setback distances on drawings. 10. Access lanes must be set back two feet from any obstruction over six inches, including a menu board.
