The proposal entails a new tower and antenna array, with space for collocating two additional arrays on the tower. Analysis: The replacement of the cellular pole as demonstrated in the plan set is subject to UDC sec. 4.9.4.I.8.a. This section requires a Mayor & Council Special Exception. a. Wireless communication antennas, provided: (1) The tower or antennas are not permitted by other provisions of this section; (2) New towers require a minimum separation of one mile from any existing tower, regardless of ownership, unless documentation establishes that no practical alternative exists; (3) All appropriate measures shall be taken to conceal or disguise the tower and antenna from external view; (4) All appropriate measures shall be taken to reduce the negative proliferation of visible towers and antennas by the collocation of new antennas on existing towers or with the facilities of other providers that are located or planned for development within the proposed service area; and, (5) Notice shall be provided to all agents designated, in accordance with Section 4.9.4.I.2.g, at least 15 days prior to the date of the public hearing before the Zoning Examiner. The preliminary development plan demonstrates that although there are other towers within one mile of the proposed site, bandwidth and signal strength issues exist in Tucson Marketplace area of The Bridges PAD. Planned commercial and residential development in the PAD would further exacerbate these issues, which require the placement of a new antenna array to ameliorate. The proposed tower is in the I-1 zone, on a parcel being developed as a logistics facility, and is adjacent to Interstate 10. From a design perspective, painting the tower to camouflage it against the sky is appropriate, as no nearby trees or other tall objects exist in the project area. When applying for a utility permit, the site plan should reference the existing development package at the site. Please include the approved building footprints and vehicle use areas, with a note indicating “by others.” ADDITIONAL NOTES: None. |

Development must comply with Administrative Manual Section 2-06.0.0 Development Package. A building permit will also be required for the proposed monopole. Please note that the development package and building permit may be submitted concurrently; however, the development package must be approved by all reviewers prior to zoning approval of the building permit. 2. A Wireless Communication, limited to communication towers and antennas, use is permitted in the I-1 zone through a Zoning Examiner Special Exception Procedure (UDC 3.4.3), subject to use-specific standards 4.9.13.Q, as well as 4.9.4.I.2, .3, and .6.a, or .6.b. 3. The use is also permitted in the I-1 zone through a PDSD Special Exception Procedure (UDC 3.4.2), subject to use-specific standards 4.9.13.Q, as well as 4.9.4.I.2, .3, and .7.b. 4. The use is also permitted in the I-1 zone through a Mayor and Council Special Exception Procedure (UDC 3.4.4), subject to use-specific standards 4.9.13.Q, and 4.9.4.I.2, .3, and .8. 5. Per UDC Table 6.3-5.B, the maximum height permitted for a Communications use in the I-1 zone is 300 feet. 6. Dimensional standards relating to minimum lot size, lot coverage, and setbacks appear to be met. 7. Any new easements proposed for the development will need to be recorded prior to zoning approval of the development package. 8. Ensure access standards found in Section 7.8 of the UDC and Sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met. 9.
