1. 10-01.4.3.B - Curb returns are not permitted on local / neighborhood streets unless the ADT of the driveway exceeds 100. For pedestrian comfort, P. A. G. SD 206 driveway aprons are preferred.
2. If curb returns are still desired and the ADT of the driveway exceeds 100, new curb returns on (Neighborhood Street) should have a 10’ radius. (SDG 5-10) and
3. The new Public Right-of-Way Accessibility Guidelines (PROWAG) recommends directional ramps parallel and perpendicular to the adjacent street rather than diagonal ramps. Please substitute the diagonal ramp southeast of the proposed building for a P. A. G. SD 207 type 1 ramp.
4. SDG 3-14 Where sidewalks cross driveways, the sidewalk should be dominant, maintaining the level, slope, and material of the sidewalk. P. A. G. SD 206 driveway aprons meet this requirement.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards.

SITE LANDSCAPE/NPPO COMMENTS:

1. An NPPO or an NPPO waiver is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, must be submitted and approved or a request for an exception from the Native Plant Preservation requirements shall be approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Administrative Manual Section 2-11.0.0 prior to Grading Plan approval. PDSD will provide the applicant with the NPPO Waiver form upon request.

2. A landscape plan is required per UDC 7.6.2.B.1-b. The Unified Development Code requires all new development, or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.

3. Provide the required number of trees in all vehicular parking areas (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

4. Interior landscape borders are required on the south property boundary of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.

5. A street landscape border is required on N Wegner Ln. and along W Wetmore Rd. per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.

6. DTM approval is required for all planting and irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka (David.marhefka@tucsonaz.gov) if necessary for this project.

7. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.

8. A Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards is required.

9. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. The Landscape Plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan.

10. Maximize the rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area.

11. The Commercial Rainwater Harvesting Plan must utilize the Site Water Budget. See TSM 4-01.3.1 Exhibit A. If a copy of the water budget spreadsheet is needed, please reach out to Site Landscape/NPPO and I will provide the spreadsheet. The Site Water Budget is how the Water Department tracks the irrigation water use on-site, not first flush retention volume charts.

12. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0

COMMENTS:
1. The proposed development must comply with Administrative Manual 2-06 – Development Package.

2. Building permits are a separate submittal but can be submitted and reviewed concurrently with the development package. The building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency.

3. The site is zoned MU, and the proposed use is Storage – Commercial Storage which is permitted through the Zoning Examiner Special Exception procedure subject to use specific standards 4.9.10.A (UDC Table 4.8-7). Contact John Beall in the Entitlements Section for more information – john.beall@tucsonaz.gov.
Per 4.9.10.A. Commercial Storage adjacent to a residential use or zone, outdoor storage shall comply with the following – Storage material shall not be visible from outside the screen, outdoor lighting shall be directed away from adjacent residential uses and zones. Outdoor storage, when permitted, shall not be located in the street perimeter yard.

4. The setback requirement for nonresidential uses adjacent to nonresidential zones is 0 feet (UDC Table 6.3-7.A).

5. The minimum setback requirement for the northern property line, abutting Wetmore Rd is 10 feet from existing or future property line. The minimum setback requirement from the property line, abutting Wegner Ln, is 20 feet from the property line (UDC 6.4.5.C.2). It appears the proposed development is not meeting the setback requirement along Wetmore, a Board of Adjustments Variance (UDC 3.10.3) would be required to reduce the setback within the MS&R Overlay. 6. The maximum permitted height is 30 feet (UDC Table 6.3-7.A).

7. The proposed development can use the Vehicle Storage parking requirement, which requires 0 parking spaces (UDC Table 7.4.4-1).

8. Per UDC Table 7.4.6-2 the minimum width for two-way access lanes or PAALs within Storage Use development is 30 feet.

9. There is no bicycle parking required for vehicle storage (UDC Table 7.5.5-A).

10. Provide a pedestrian circulation path that connects all areas of development and to any adjacent street frontage. The path must be ADA accessible and a minimum of 4’ wide (TSM 7-01).

11. Per UDC 7.4.6.K a alley or street can not be used for maneuvering directly into or from any parking space located wholly or partially outside the public right-of-way.
