This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards.

SITE LANDSCAPE/NPPO COMMENTS:

1. An NPPO or an NPPO waiver is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, must be submitted and approved or a request for an exception from the Native Plant Preservation requirements shall be approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Administrative Manual Section 2-11.0.0 prior to Grading Plan approval. PDSD will provide the applicant with the NPPO Waiver form upon request.

2. A landscape plan is required per UDC 7.6.2.B.1-b. The Unified Development Code requires all new development, or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.

3. Provide the required number of trees in all vehicular parking areas (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

4. Interior landscape borders are required on the north, west and east property boundaries of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.

5. A street landscape border is required on E Adelaide Dr. per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.

6. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.

7. A Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards is required.

8. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. The Landscape Plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan.

9. Maximize the rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area.

10. The Commercial Rainwater Harvesting Plan must utilize the Site Water Budget. See TSM 4-01.3.1 Exhibit A. If a copy of the water budget spreadsheet is needed, please reach out to Site Landscape/NPPO and I will provide the spreadsheet. The Site Water Budget is how the Water Department tracks the irrigation water use on-site, not first flush retention volume charts.

11. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0

COMMENTS:
1. The proposed development must comply with Administrative Manual 2-06 – Development Package. If the applicant decides to proceed a Condominium Plat, the Plat should comply with AM 2-07.

2. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency.

3. A separate demolition permit will be required. Impact fee credits from the demolition can be applied to the impact fees for the new residential units so long as the demolition permit has completed inspections within five years of the building permit applications for the proposed units.

4. The site is zoned R-2 and the proposed use is Multifamily Residential which is permitted subject to use specific standards 4.9.7.B.6, .9, & .10 (UDC Table 4.8-2).

5. The minimum setback requirements for the north, west and east property lines are the greater of 10 feet or ¾ the height of the proposed structure wall measured from the exterior wall to the property line (UDC Table 6.3-2.A). These are the setback requirements for nonresidential uses (3 or more units) adjacent to residential zones.

6. The minimum setback requirement for the south property line, abutting Adelaide Drive, is 20 feet from the property line (UDC 6.4.5.C.2)

7. The maximum residential density is 15 dwelling units per acre (UDC Table 6.3-2.A). Per Maps and Plats Book 5 Page 41, the subject property is 0.45 acres which permits 6 units.

8. The maximum permitted height is 25 feet (UDC Table 6.3-2.A).

9. The maximum permitted lot coverage is 75% (UDC Table 6.3-2.A).

10. The minimum required parking is 2 spaces per 2-bedroom unit, and 2.25 per 3-bedroom unit (UDC Table 7.4.4-1). The proposed development would require 13 parking spaces, one of which is required to be ADA van accessible. Refer to UDC 7.4.6 for design criteria.

11. The minimum width requirement for the Parking Area Access Lane (PAAL) is 24’ wide (UDC Table 7.4.6-2).

12. The minimum required electric vehicle supply equipment is 10% EV Ready and 20% EV Capable (UDC Table 7.4.11-1). This proposal requires 1 space to be EV ready and 2 spaces to be EV capable. One of the EV spaces should be accessible compliant, separate from the ADA accessible (UDC 7.4.11.B.2). Refer to UDC 7.4.12 for design criteria.

13. The minimum required bicycle parking is 0.10 short-term spaces per bedroom and 0.5 long-term spaces per bedroom (UDC Table 7.4.8-1). The proposed development requires 2 short-term bicycle parking spaces and 7 long-term spaces. Refer to UDC 7.4.9)

14. Provide a pedestrian circulation path that connects all areas of development and to any adjacent street frontage. The path must be ADA accessible and a minimum of 4’ wide (TSM 7-01).

Tucson Water has no objections to the proposed development and offers the following comments for your convenience:

1. I believe it will be extremely difficult, if not impossible, to install all of the underground utility lines that these duplexes will need in such a narrow lot, especially as they should not be installed under the landscaping, and the necessary private sewer line will be considered a "waste water collection line" and subject to ADEQ's regulations for such.

2. Tucson Water strongly recommends (but is not requiring) that each of the six dwelling units have its own water meter. This offers the following advantages to the owner of the property and to Tucson Water:
a) The Property Manager will not need to divide up a single water bill, and then bill the occupants of each dwelling unit.
b) The occupants of each dwelling unit will know that their water bill is based on just their water usage, not on their neighbors water use as well.
c) Any water leaks that may occur will be easier to identify and to trace.
