PROJECT DESCRIPTION & LOCATION:
The applicant has made a presubmittal request for special exception procedure supporting site modifications at a City of Tucson Water booster station. The development site is located within an approximately 60-acre parcel addressed 2975 S Santa Cruz Lane, approximately 1150 feet south of 34th Street and, and 500 feet west of the onramp from I-10 westbound to I-19 southbound. The site, owned by Pima County Flood Control District, is largely open space with recreational bike paths associated with the Chuck Huckleberry Bike Loop. The land use is the Utilities type, consisting of the currently existing booster station at the northeast corner of the parcel.

Policy direction in Plan Tucson encourages the improvement of the appearance of above-ground utilities and structures and require development to support infill and redevelopment projects that reflect sensitivity to site and neighborhood conditions and adhere to relevant site and architectural design guidelines. Policies also call to prioritize, invest in, and maintain public infrastructure, including expanding the use of state-of-art, cost-effective technologies, and services for public infrastructure and facilities.

Santa Cruz Area Plan – Key Parcel 7
The Santa Cruz Area Plan is intended to guide future development and coordinate governmental actions when developing the Santa Cruz River and its immediate environs as a major cultural and recreation resource, while stabilizing and improving adjacent neighborhoods. The Santa Cruz Area Plan contains no specific policies guiding utilities.

Key Parcel 7:

Existing Use:
The southern half of this area is vacant and zoned or authorized for rezoning for industrial uses. The northern half Is randomly developed with mixed uses including residential, feed stores, industrial uses, and salvage yards. The majority of Parcel 7 is zoned for industrial uses. Vehicular access to this area is severely restricted. The area is served primarily by Silverlake Road on the north and local streets on the east. Although located adjacent to the intersection of Interstate-10 and Interstate-19, interchanges are available only at 22nd Street and Ajo Way.

Proposed Use:
Because of existing zoning and uses, industrial development is expected to continue in the future. Care should be taken to protect and buffer existing residential areas. A large portion of City owned land directly to the south is expected to develop as a major center of activity within the Riverpark. Property owners should be encouraged to develop and integrated concept plan of this area to maximize access to park facilities and resolve existing vehicular access problems. Development of this area for industrial or commercial uses should be contingent upon resolution of vehicular access problems.

Surrounding Zoning and Land Uses: The subject parcel is zoned R-1, with a Utilities Distribution Land Use. The area to the east is zoned I-1, but is the easement area associated with Interstates 10 and 19. The land to the south is zoned R-2, but is either undeveloped land along the Santa Cruz River or Interstate-19. The zone to the west is also R-1 but is undeveloped land along the Santa Cruz River. The parcel to the north is zoned P-1 (Park Industrial) and is undeveloped.

The right of way for Santa Cruz Lane only extends to the edge of the parcel in one location approximately 825 feet west of the project site.





Analysis:
Per recent code updates effectuated by Mayor and Council in April 2023, a zoning special exception procedure is not a requirement for this project. While the proposed perimeter fence around the site increases the area of the booster station, the setback to Santa Cruz Lane is unchanged.

Per UDC 4.9.11.A:

12. The following requires approval in accordance with Section 3.3.4, 100’ Notice Procedure. The PDSD Director may forward the request to the Design Review Board (DRB) for design review and recommendation.

a. Water pumping and storage facility upgrades or expansions, provided:

(1) Existing setbacks are not altered.
(2) Use Specific Standards 4.9.11.A.5, .9, .11, are met.

Applicant should proceed with the 100’ Notice Procedure, staff is in support of this proposal.

A plan amendment is not required.

NOTE: After further review, this project will require a Zoning Examiner's Special Exception (UDC 3.4.3) procedure in an R-1 zone. It will additionally need the use-specific standard prohibiting storage in a Utilities Distribution land use.
