THE COMMENTS PROVIDED ARE PRELIMINARY AND ARE NOT TO BE ASSUMED AS A COMPLETE REVIEW OF THE PROPOSAL. DURING THE DEVELOPMENT PACKAGE REVIEW PROCESS, A FULL REVIEW WILL BE MADE BY THE SITE LANDSCAPE/NPPO REVIEW SECTION TO ENSURE COMPLIANCE WITH THE APPLICABLE CITY OF TUCSON UNIFIED DEVELOPMENT CODE, TECHNICAL STANDARDS MANUAL AND ADMINISTRATIVE MANUAL REQUIREMENTS FOR SITE LANDSCAPE, NATIVE PLANTS AND RAINWATER HARVESTING.

SITE LANDSCAPE/NPPO COMMENTS:

1. UDC 4.9.5 INDUSTRIAL USE GROUP; UDC 4.9.5.C.8 - Outdoor storage, when permitted, shall not be located in a street perimeter yard. Outdoor storage areas shall be screened in accordance with Section 7.6, Landscaping and Screening. No materials or products shall be stacked or stored to exceed the height of the screen within 50 feet of an adjoining residential zone or street. Outdoor displays of finished products is permitted within a street perimeter yard in an area limited to 10% of the site area or 10,000 square feet, whichever is less. Such display area shall not encroach into required landscape buffer areas. Outdoor storage in the P-I zone is limited to 25% of the site area.

2. The raw material storage area requires screening in the form of a new street landscape border along E. 36th St. and S. Palo Verde SB Ramp 8. The ramp area already includes a planting screen. The focus will be at the new street landscape border along E. 36th St. See street landscape borders per UDC 7.6.4.C.2 and Table 7.6.4-1 and proposed Industrial land use along MS&R and non-MS&R.

3. Due to this use specific standard and required site landscape border, a small commercial rainwater harvesting plant and calculation will be required for the 10’ street landscape border planting area. See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required.

4. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0. Or see City of Tucson Ordinance 10597 -- Sec. 6-182. Rainwater Harvesting Plan: Number 3 (a) A separate water meter connected to the main water supply; or (b) An irrigation sub-meter.

5. Required landscape plantings will also require an irrigation plan and details.

6. If any of the street landscape border is designated to be within the existing or future ROW, then an approval will be required by DTM landscape architect, David Marhefka. David.Marhefka@tucsonaz.gov. It is best to start this approval process by contacting David directly prior to the formal submittal.

7. **If it is determined that any of the above provided site landscape standards cannot be met due to the nature of the development, then a Design Development Option (DDO) may be an option to gain partial relief from some landscape requirements, see UDC 3.11.1.B.3 for landscape and screening modifications allowed. A Board of Adjustment Variance to the UDC site landscape requirements is also a viable alternative. COMMENTS:
1. COMMENT: Formal submittal of any proposed site changes requires an application in compliance with Administrative Manual 2-06 – DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS). Zoning will review the DP for substantial conformance with the PDP.
2. COMMENT: The site is zoned I-2 and the proposed use is Industrial – Primary Manufacturing which is permitted through a Mayor and Council Special Exception Procedure subject to use specific standards UDC 4.9.5.C.1-8 and 4.9.13.Q. Storage – Commercial Storage is an accessory use subject to use specific standards UDC 4.9.10.A, and 4.9.13.Q (UDC Table 4.8-5). To formally request a Zoning Administrator Determination, submit an application for a Zoning Compliance Letter through the Tucson Development Center online portal.
3. COMMENT: Per UDC 4.9.5.C.4 – Manufacturing uses shall be conducted wholly within completely enclosed buildings.
4. COMMENT: Per UDC 4.9.5.C.5 – all work and activity in connection with, and accessory to, a manufacturing use, such as loading and unloading areas, docks, and platforms, shall be located entirely within a building or an area on the lot that shall be enclosed on all sides by a solid wall or fence six feet in height. Such loading and unloading areas, docks, and platforms shall be located as far from any surrounding residential uses or zones as is reasonably possible.
5. COMMERCIAL: Per UDC 4.9.5.C.8 and UDC 4.9.10.C.2 – Outdoor storage, when permitted, shall not be located in a street perimeter yard. Per UDC 4.9.5.C.8 outdoor storage areas shall be screened in accordance with Section 7.6, Landscaping and Screening. Demonstrate compliance with this standard on the Preliminary Development Plan.
6. COMMENT: The minimum parking requirement is 1 space per 1,000 square feet of gross floor area (UDC Table 7.4.4-1). Demonstrate compliance with UDC 7.4.6 MOTOR VEHICLE USE AREA DESIGN CRITERIA.
7. COMMENT: The minimum long-term bicycle parking requirement is 1 space per 15,000 square feet of gross floor area with a minimum requirement of 2 spaces and the maximum is 10 spaces (UDC Table 7.4.8-1). According to the side plan, the building is 127,000 square feet which would require 8 long term bicycle parking space.
8. COMMENT: The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards.

Traffic Engineering Review * REVIEW COMPLETED I am not familiar with Arto Brick and Materials and what kind of traffic this proposed land use would generate.  On the site diagram, it looks like a portion of the existing parking is planned for material storage, so it appears the owner is planning for less traffic to the site.  It would be helpful if a rough trip generation comparison between this proposed use and prior furniture store use could be performed so that I can understand what level of traffic study is necessary to support this proposed development, if any.  Thanks!
TW New Area Development * REVIEW COMPLETED Tucson Water has reviewed the information provided. There is no objection to the development plans. However, there appears to be 3 private fire hydrants on the property, which Tucson Water does not allow.
