Because the ROW for portion of N Jackrabbit Av shown on the Final Plat for Grant Road Industrial Park included within the proposed Block Plat is publicly owned, the City must legally abandon it for it to be purchased privately before proceeding with the Block Plat process. Any proposed easements for this proposed Block Plat shown on the Final Plat will need to go through the abandonment process for sign off by all public and private entities that may be shown to have rights to the easements. TSM Section 11 a. The process for abandonment of easements can occur concurrently with the processing of a Block Plat. b. The developer must obtain from each entity having a record interest in an easement, as shown by a current title report, a recordable document such as a quit-claim deed or abandonment of easement which relinquishes its interest in the easement. c. The abandonment of an easement does not occur until all documents from holders of interest have been recorded or submitted for recording with the final plat of the proposed Block Plat. 3. Northwest parcel 10703127A within FEMA A Zone will need to show the surveyed 100-year FP limits on the proposed Block Plat. Development Requirements: 4. Block Plat, Development Package(s), and Building Permits may be applied for concurrently. Some permits (such as building permits) will not be approved until approval and issuance is completed on Development Package(s). 5. A drainage report with full compliance of first flush retention/balanced basin detention requirements will be required with the Block Plat submittal. Refer to the DSSDR chapters 2, 3, & 4. Content and format requirements for the drainage report can be found in chapter 10 of the DSSDR. a. Pima County Flood Control will need to be included as part of the review due to the proximity to the Sant Cruz River and the loop trail and will include review of the methods of conveyance and discharge of stormwater into the Santa Cruz River. 6. Interior landscape borders per UDC 7.6.4.C.3 and Table 7.6.4-1 and proposed Commercial Land Use: A. An interior landscape border is required on Industrial land use sites adjacent to residence zones. This is the case at the west property line of this proposal. This border will require trees and a 5’ masonry wall at the property line. ***PER OUR DISCUSSION IN THE MEETING TIMEFRAME ON 5/21/2026: The west adjacent site is in process of rezoning to an industrial use. Industrial and commercial sites carry the same standards for site landscape. If the western adjacent site is rezoned to industrial, then an interior landscape border is not required, thus no wall will be required. The parking/PAAL is an auxiliary or accessory to the main land use on site. With that being said, the wall is required as it sits with the adjacent zone being residential. 5. Street landscape borders per UDC 7.6.4.C.2 and Table 7.6.4-1 and proposed Commercial land use along MS&R and non-MS&R: A. W. Copper St. and a portion of N Jackrabbit Av. require a 10’ landscape border and a 5’ screen located at the rear perimeter of the landscape border. All street landscape borders should be designed on the project side of the ROW/Future ROW. 6. DTM review is required for all planting and irrigation in the ROW prior to the approval of the development package. A drip irrigation plan and details are required for all proposed landscape planting areas. 8. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 9. A Commercial Rainwater Harvesting plan is required: See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required. The Rainwater Harvesting Plan shall consist of two elements: a Site Water Budget and a Water Harvesting Implementation Plan. Preparation of the Rainwater Harvesting Plan elements requires coordination between project managers, site engineers and landscape architects from the inception of the project. The two elements of the Rainwater Harvesting Plan shall illustrate water harvesting how will meet 50% of annual landscape water demand, as required by the ordinance. 10. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Grading Plans to have identical basin size, grades/percent slopes, spot elevations and curb cut inlet and outlet locations. 11. Maximize rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area. 12. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0. Or see City of Tucson Ordinance 10597 -- Sec. 6-182. For development, a looped water system will likely be required. If such looping is not technically feasible, a written explanation of what legal and/or technical reasons prevent such looping must accompany the Master Water Plan when it is submitted for review. (A Letter of Variance) A Water master plan will likely need to be prepared for this project and submitted to Tucson Water and local Fire Department for review and approval. The master plan must show the water main layout and identify if there is construction phasing for the new water mains. Water pressure can vary by an additional 5 psi +/-. This project may receive higher than normal water pressure and may require individual pressure regulators as part of the private plumbing. There’s a designated easement located on the north side of the parcel, specifically at the north side of the existing cul-de-sac north of Jackrabbit Ave. This easement is reserved for utility and/or access purposes as recorded in the property documentation. No physical construction or permanent structures are permitted within the boundaries of recorded easement unless the easement is formally abandoned by the utilities. This parcel falls within an Archaeological Sensitivity Zone.
