Therefore, the minimum throat length for the development is 60 linear feet per City of Tucson Transportation Access Management Guidelines 5.11. Please include this throat length requirement in the site plans.
2. The ADA parking spaces are not connected by pedestrian circulation such as a sidewalk. Per TSM 7-01.3.0, a pedestrian circulation path is required.
3. Provide waste stream calculations and waste enclosure specifications compliant with TSM Section 8.
4. Provide a drainage statement that addresses the change in impervious surface coverage for the site. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards.

COMMENTS:
1. An NPPO or an NPPO waiver is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, must be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Administrative Manual Section 2-11.0.0 prior to Grading Plan approval.

2. A landscape plan is required per UDC 7.6.2.B.1-b. The Unified Development Code requires all new development, or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.

3. Provide the required number of trees in all vehicular parking areas (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.

4. A street landscape border is required on N Harrison Rd per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.

5. Landscape plantings are present within the ROW. DTM approval is required for all new plantings or irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka (David.marhefka@tucsonaz.gov) if necessary for this project.

6. A separate irrigation meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0

7. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water and as described in the Technical Standards Manual 5.01-5.11.

8. A Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0 and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards is required.

9. The Landscape Plan should match the Commercial Rainwater Harvesting Plan and the Grading Plan. The Landscape Plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas on the Landscape Plan.

10. Maximize the rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area.

11. The Commercial Rainwater Harvesting Plan must utilize the Site Water Budget. See TSM 4-01.0.0 Exhibit A. The Site Water Budget is how the Water Department tracks the irrigation water use on-site, not first flush retention volume charts.

COMMENTS:

1. Development must comply with Administrative Manual Section 2-06.0.0 Development Package. Separate building permits may be submitted concurrently with the development package; however, the development package must be approved by all reviewers prior to approval of the associated building permits.

2. A Religious use such as proposed is permitted in the SR zone and is not subject to any use-specific standards.

3. The maximum permitted building height in the SR zone is 30 feet (UDC Table 6.3-1.A).

4. The minimum required front street setback is ten feet, as measured from the existing front street property line (UDC 6.4.5.C.2.a).

5. Per UDC Table 6.3-1.A, the minimum required side and rear setbacks are four times the height of the exterior building wall. A Design Development Option (DDO) is required to reduce a side or rear setback requirement. 6. The maximum permitted lot coverage for a Religious use within the SR zone is 50% (UDC Table 6.3-1.B). Lot coverage includes the area of the site covered by buildings, outdoor storage areas, and vehicular use areas (UDC 6.4.3.B.3).

7. Per UDC Table 7.4.4-1, one motor vehicle parking space is required per 100 square feet gross floor area in all combined areas where religious services are held. Clarification is needed relating to the total area of the building devoted to religious services.

8. Ensure the new vehicular use area complies with UDC 7.4.6, Motor Vehicle Use Area Design Criteria.

9. Per UDC Table 7.48-1, the required number of short-term bicycle parking spaces is calculated at 2% of the maximum expected daily attendance, with a maximum requirement of 50 spaces.

10. Per UDC Table 7.4.8-1, the required number of long-term bicycle parking spaces is calculated at one space per 20 employees, with a minimum requirement of two spaces.

11. A separate demolition permit is required to demolish the existing buildings. Please note that architectural documentation is required for buildings more than 50 years old proposed for demolition: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/planning-amp-zoning/historic_demolition_application_form.pdf.

12. Ensure compliance with Technical Standards Manual Section 7-01.4.3. All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet.

13. Ensure access standards found in Section 7.8 of the UDC and Sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met.
