TP-PRE-0523-00218 ADDRESS/PARCEL: 1028 S PARK AV/124-16-1600 ZONING: I-1 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards. COMMENTS: 1. There are mature native trees on site that will be impacted by the construction, thus there must be a NPPO or NPPO waiver. The applicant must show on their plans where the mitigation of said mature native trees will be replanted. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. 2. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 3. See Engineering notes for Retention/Detention. 4. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 5. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan. 6. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot. Development must comply with Administrative Manual Section 2-06.0.0: Development Package (Tentative Plats and Site Plans). Building permits may be applied for concurrently with the development package; however, the development package must be approved prior to zoning approval of any associated building permits. 2. “Warehouse” is not a land use defined within the Unified Development Code. However, based on the narrative provided, the equivalent land use class is likely Commercial Storage, which is permitted in the I-1 zone and is subject to use-specific standards 4.9.10.A and 4.9.13.Q. 3. The proposal appears to meet dimensional standards such as setbacks, height, and lot coverage. 4. Clarify whether the parcel to the south is part of the overall site. If an expansion greater than 25% is proposed, the site will need to be brought to current standards in accordance with all of UDC Section 7.4. 5. Per UDC Table 7.4.4-1, and based on the information provided, five motor vehicle parking spaces are required for this specific parcel. Some sort of modification such as an Individual Parking Plan (IPP) may be required if the parcel to the south cannot support the required number of motor vehicle parking spaces. Per UDC 7.4.6.K, an alley cannot be used for maneuvering directly into or from any parking space located wholly or partially outside the public right-of-way. A Board of Adjustment variance is required to be granted to eliminate this requirement. Contact Mark.Castro@tucsonaz.gov should you have questions regarding the variance process as well. 7. Per UDC Table 7.4.8-1, two short-term and four long-term bicycle parking spaces are required for this parcel only. Bicycle parking shall adhere to UDC 7.4.9. 8. Ensure compliance with Technical Standards Manual Section 7-01.4.3. All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet. 9. Ensure access standards found in Section 7.8 of the UDC and Sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met. 10.
