| Site Engineering * | REVIEW COMPLETED | Permit Activity Number: TP-PRE-0426-00091 Project: Credit Union Location: 14118602B Review Date: 05/07/2026 Reviewer: Dylan Molina – Engineering Associate – Site Engineering Related Cases: TP-PRE-0426-00078, TD-DIV-0825-00085 *This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-6 and Technical Standards Manual (TSM) Section for waste management, Pedestrian Access, Hydrology -Retention/Detention Requirements, and all site standard code.* City of Tucson Code: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Codes Drainage Manual Link: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/engineering-code/cot-drainage-manual-searchable.pdf Design standards for Stormwater Detention and Retention Link: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/engineering-code/updated-retention-detention-manual.pdf Site Engineering Review Comments: 1. Comment regarding “Lot 1 is part of a recently platted parcel,” the parcel, 14118602B, has recently been split (TD-DIV-0825-00085). In its current state it is one large parcel, not 10 parcels as depicted in the overall site plan (pg 2 “PRELIMINARY DEVELOPMENT PLAN FOR 10000 E OLD VAIL RD – SITE B”). Development of Lot 1: 2. Development package (DP) and commercial building permit required for proposed development on “Lot 1” after a tentative and final is approved for the 10 lot division (as proposed in Pre-Application Conference on 4/23/2026, TP-PRE-0426-00078: a. A Storm Water Pollution Prevention Plan (SWPPP) and dust control permit will be required for development greater than 1 acre. b. Pedestrian circulation is required to connect all buildings, dumpster areas, common areas, and the sidewalk on all the street frontages per TSM 7-01.3.3. c. Provide the Waste Stream Calculations for the entire site. TSM 8-01.8.0 d. Provide trash enclosure details (missing second enclosure). TSM 8-01.5.0 & TSM 8-01.9.0 e. Provide a detail displaying trash truck maneuverability for the trash enclosure in compliance with Technical Standards Manual, show it falls in compliance with back-up requirements. Maneuverability dimensions for operation are 14’x40’. TSM 8-01.5.3 and TSM 8-01.5.3.F f. Show downspouts and scuppers on site plan. Must match DP and building permit. TSM 7-01.4.1.E 3. As mentioned from TP-PRE-0426-00078: Adherence to master drainage plan for Rita Ranch. It will be required that 100-year flood limits with water surface elevations for all flows of 100 cfs or more will be drawn on the site and grading plan sheets. If flows shown exceed 100 CFS, they will be considered regulatory flows. AM 2-06.4.9.N.6 (Could have regulatory flow – findings from drainage report). 4. In addition to drainage, first flush requirements can be met by water harvesting and landscaping requirements. Detention must follow Master Drainage Plan either by means of adhering to Rita Ranch or an overall Master Drainage Plan for the 10-lot subdivision. As Reference - previous comments from TP-PRE-0426-00078: 5. One tentative plat (DP) and final, each lot will require a separate DP only after tentative and final plats are approved and issued. 6. Demonstrate access to all parcels; currently, access does not appear to be possible to “lots 4, 7, 8 9, 10” 7. Adherence to master drainage plan for Rita Ranch. It will be required that 100-year flood limits with water surface elevations for all flows of 100 cfs or more will be drawn on the site and grading plan sheets. If flows shown exceed 100 CFS, they will be considered regulatory flows. AM 2-06.4.9.N.6 (Could have regulatory flow – findings from drainage report) 8. Standard requirements for tentative and final plat for 10 parcels with the above considerations. This review is for Pre-Application purposes. Please be aware that additional comments may be forthcoming during submission process. If you have any questions or concerns, please contact Dylan Molina. Dylan.Molina@tucsonaz.gov |

| TW New Area Development * | REVIEW COMPLETED | Based on the information provided, Tucson Water has no objections to the proposed development. Please note that Rick Engineering (Blake Junak - engineer/consultant) submitted a pre-application asking for Tucson Water review regarding the same proposed project. Our review recommends a tie-into the existing service stub from the 8-inch Cement Asbestos (CA) water main (G Zone) located on the southwest side of the parcel, within the right-of-way of E Old Vail Road. As part of our review, we advised that a looped water system will be required along with the Master Water Plan submittal. Additionally, detailed instructions on how to submit both the Master Plan and Design Plan, along with the appropriate portal link, were provided. If any new domestic water, irrigation water, or fire water services are needed to serve this proposed development, please contact Tucson Water’s New Services Section by calling 520-791-5164 or by sending an email to TW_Common@tucsonaz.gov. The above comments are based on the limited preliminary information provided by the applicant and should not be construed as a complete review of the proposal. Any questions, comments or concerns about these comments may be directed to Kathryn Gerber (Engineering Manager) at Kathryn.Gerber@tucsonaz.gov. |
