Reductions in parking are proposed using CCT or IPP tools for a total of 57 Spaces. The proposed development lies within the Mixed-Use Activity Centers building block of the Plan Tucson Future Growth Scenario Map. This building block features a variety of housing options, including mid- and high-rise multifamily, retail, services, and office use. University Area Plan: The site lies partially within a pedestrian district within the Area Plan. The proposal would support local transit use through thoughtful reductions in parking using available tools, and is supported by the proximity to two bus routes on arterial roads as well as the Tucson Streetcar, which provides connectivity to Downtown, the University, and University Ave/4th Avenue commercial areas between them. Additionally, it is directly across speedway from another student housing PAD, which is proposed up to 250 feet in height, making this project proposal aligned with the planned land use intensity and building heights of surrounding development. Analysis: The project conforms to the Plan Tucson Future Growth Scenario Map and the policy direction presented by the University Area Plan. The PAD should adopt the OCR-1 zone as its base zone, as this provides a 140-foot maximum height, and any additional height required through the use of CCT tools or modifications through the PAD process would be minimal. Submittal materials should include the proposed PAD, Design Compatibility Report, and Preliminary Development Plan. Neighborhood meeting materials should include aerial renders as well as include views from the ground in various locations in the vicinity. A Pre-PAD review is required for this rezoning prior to the neighborhood meeting and before the rezoning process can begin. A plan amendment is not required to proceed as proposed. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required. The Rainwater Harvesting Plan shall consist of two elements: a Site Water Budget and a Water Harvesting Implementation Plan. Preparation of the Rainwater Harvesting Plan elements requires coordination between project managers, site engineers and landscape architects from the inception of the project. The two elements of the Rainwater Harvesting Plan shall illustrate water harvesting how will meet 50% of annual landscape water demand, as required by the ordinance. 9. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Grading Plans to have identical basin size, grades/percent slopes, spot elevations and curb cut inlet and outlet locations. 10. Maximize rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area. 11. The development package will be compared to the PAD document and any approved site plans to ensure that the DP is in substantial compliance with the two. Please be aware that deviations may require the submission of a modification to the PAD document before final approval on the DP could be provided. 2. COMMENT: Per UDC 3.5.5.B.1 - A PAD may have land use regulations different from the zoning regulations in the UDC, any other PAD District, or other zoning districts. | Traffic Engineering Review * | REVIEW COMPLETED | The ITE Trip Generation Manual estimates that a high-rise student apartment building with 460 bedrooms will generate about 5 peak hour trips during the AM commuter peak hour and about 18 PM peak hour trips. The 2,959 SF ground use of restaurant/retail will generate a varying number of trips based on the more defined land use to come. It appears that this development would not negatively impact the surrounding public roadway network's operations, but rather serve as another option for students to walk/take transit to and around campus. It will be helpful to see the comprehensive Transportation Demand Management Plan referred to in the one-page development narrative. Thanks! | |||

They are aware that there is existing easement and water line on the west side of the proposed parcel footprint. This easement is designated for utility and/or access purposes, as recorded in the property documentation. Prior to any construction, the existing easement and water main must be abandoned, with a new water line (and easement if applicable) to be established. As always, no construction activities or permanent structures are permitted within the boundaries of these easements until these actions are completed and approved by Tucson Water. A Water master plan will need to be prepared for this project and submitted to Tucson Water and local Fire Department for review and approval. The master plan must show the water main layout and identify if there is construction phasing for the new water mains. The Water Master Plan and detailed Water Design Plan are separate submittals that must be made through Tucson Water’s electronic plan portal at https://www.tucsonaz.gov/water/tucson-water-electronic-file-submission, or can be combined into an “at risk” submittal.
