Per a land swap agreement with the City of Tucson, public access to the fields outside of school hours will be coordinated with The City. The Pantano East Area Plan encourages the provision of recreational and open space facilities within the Plan area. Surrounding Zoning and Uses: The site is zoned RX-1, and primarily surrounded by Residential Zoning (R-2 and R-1) to the east, west, and north. The development to the west is multifamily residential, with condos to the east, and single-family residential to the north of the project site. The Desert Christian Elementary Schoolhouse to the south is zoned O-3. Analysis: Extending Hours of Operation past 7:00pm in the RX-1 zone requires a Zoning Examiner Special Exception. The project site is an isolated area of RX-1 Zoning, the surrounding zoning would allow the expanded hours of operation without a Special Exception if the school was within those adjacent residential zoned areas. Additionally, outdoor sports facilities associated with schools are a common feature in residential neighborhoods through Tucson and coexist well with neighborhoods. proposal is supported by plan policy and is similar to existing educational uses through The City. A neighborhood meeting is required prior to submitting an entitlements application. More information on the proposed lighting should be included to illustrate the light cutoff area and orientation with neighborhood meeting and entitlements application materials.
