Applicable Plan Policies:

This is a replacement of existing cellular pole; no plan policies apply to this proposal.

Analysis:

The replacement of the cellular pole as demonstrated in the plan set is subject to UDC sec. 4.9.4.I.4.a. This section allows the permit to proceed without a special exception, provided certain use-specific criteria are met. The PDSD Director may forward the request to the Design Review Board for deisn review and recommendation.

a. Wireless communication antennas, provided:
(1) The antennas are collocated on an existing wireless communication tower;
(2) The antennas and tower are architecturally and/or environmentally compatible with the surrounding structure(s) and general area;
(3) The existing tower is set back at least the height of the tower structure from the boundary of any other property zoned residential or office;
(4) The existing tower may be replaced and/or extended up to six feet in height to allow for the placement and architectural treatment of the new antennas; and
(5) The maximum extension of the new antennas and associated attachments shall not exceed 36 inches as measured perpendicular to the tower at the point of attachment.

The plans demonstrate the pole is being replaced at the same height, which is more than 40 feet from the boundary of any other property zoned residential or office. In order to avoid a special exception requirement, the antennas and shroud must not protrude more than 36 inches from the point of attachment.

The plans did not specify a diameter for the antenna shroud – following up with the applicant revealed the diameter of the shroud to be 6 feet. This is within the 36 inches measured perpendicular to the pole. However, the shroud should be designed to minimize the change to the cellular pole’s visual mass, and an effort should be made to present as narrow an appearance as possible. If a specific radius is required for heat dissipation or minimizing signal interference, please specify that in your application materials.

When applying for your Utility Permit to perform the work, you must demonstrate compliance with the above use-specific standards by specifically responding to each item and demonstrating compliance in your plans.


Based on compliance with Use-Specific Standards, a special exception may not be required.
