TP-PRE-0423-00190 ADDRESS/PARCEL: 3520 S 6TH AV/119-17-020B ZONING: C-2 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards. COMMENTS: 1. There must be a NPPO or NPPO waiver. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. 2. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 3. Ensure the required number of trees is in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 4. There will need to be a street landscape border on S 6th Av per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. 5. There will need to be an interior landscape border as well as a 5’ screen wall as it abuts a residential R-3 zone to the west of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. 6. See Engineering notes for Retention/Detention. 7. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 8. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan. 9. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot. 10. A Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. Development must comply with the Administrative Manual Section 2-06 - Development Package. 2. The use is Food Service, which is permitted in the C-2 zone. The development is subject to use specific standards C-2: 4.9.13.E 3. For proposed overflow parking a lot combination will be required. If an expansion is less than 25% or if a series of expansions cumulatively results in less than a 25% expansion, the requirements apply only to the proposed expansion. If expansion is greater than 25% must bring the entire site code compliance 4. Vehicular parking requirements are 1 space per 100 sq. ft. GFA, Out of the total required parking spaces 15% of the spaces must designated as electric vehicle parking. From the total 15% EV spaces 5% must be EV installed spaces and 10% EV spaces must be EV Capable spaces. EV Installed - The purpose of EV Installed EVSE is to provide easy access for EV charging to a wide range of the general public. This is the most visible and significant investment in EVSE infrastructure. The installation of a charging station allows an EV driver to charge a vehicle without additional equipment. The installation of a networked station allows for managed charging access, monitoring, billing, and remotely accessed updates for the user and property manager. 1. EV Installed Stations must be securely anchored to the ground, floor, wall, or ceiling. 2. Stations shall be installed to minimize tripping hazards and draping of the charging cord. 3. EV parking spaces with access to installed stations shall be identified with signage and pavement markings including an EV symbol and regulatory instructions such as "No Parking Except for Electric Vehicle Charging." 4. Installed EVSE stations shall be accessible for EV charging during business hours at a minimum. . EV Capable - The purpose of EV Capable conduit is to provide cost effective 'future proofing' for future EV charging at a site. 1. The raceway termination location near the EV Capable parking space shall be permanently and visibly marked as "EV Capable ." 2. This marking shall be changed if upgraded to EV Ready or EV Installed. 3. The service panel or subpanel circuit directory shall identify the overcurrent protective device space(s) reserved for future electrical vehicle charging as "EV Capable ". 4. Bicycle Parking - Short-term parking 1 space per 2,000 sq. ft. GFA, the minimum requirement is 2 spaces; Long 1 space per 12,000 sq. ft. GFA, the minimum requirement is 2 spaces;. 5. The minimum width of a two-way PAAL is 24 ft. 6. Ensure access standards found in section 7.8 of the UDC and sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met. Tucson Water has no objections to the proposed development and offers the following comments for your convenience. 2. Should the Tucson Fire Department require the existing residence be equipped with a fire suppression sprinkler system when it is converted into a commercial kitchen, the fire suppression sprinkler system must be connected to the existing 8” cement asbestos water main on the east side of 6th Avenue, not the existing 4” PVC main in the alley to the west. 3. Should the Tucson Fire Department require a new fire hydrant be installed to serve this project, it too must be connected to the existing 8” cement asbestos water main on the east side of 6th Avenue, not the existing 4” PVC main in the alley to the west. 4.
