| Fire New Construction | REVIEW COMPLETED | Where the vertical distance between the grade plane and the highest roof surface exceeds 30 feet (9144 mm), approved aerial fire apparatus access roads shall be provided. For purposes of this section, the highest roof surface shall be determined by measurement to the eave of a pitched roof, the intersection of the roof to the exterior wall, or the top of parapet walls, whichever is greater. Section D105.2 Width. Aerial fire apparatus access roads shall have a minimum unobstructed width of 26 feet (7925 mm), exclusive of shoulders, in the immediate vicinity of the building or portion thereof. Section D105.3 Proximity to building. One or more of required access routes meeting this condition shall be located not less than 15 feet (4572 mm) and not greater than 30 feet (9144 mm) from the building and shall be positioned parallel to one entire side of the building. The side of the building on which the aerial fire apparatus access road is positioned shall be approve by the fire code official. Section D105.4 Obstructions. Overhead utility and power lines shall not be located over the aerial fire apparatus access road or between the aerial fire apparatus road and the building. Other obstructions shall be permitted to be placed with the approval of the fire code official. Provide fire apparatus access including gate widths of 20’ in accordance with 2018 IFC, 503.2.1. | Site Landscape | REVIEW COMPLETED | CDRC TRANSMITTAL PROJECT: PROJECT SANTA CRUZ ACTIVITY NO. TP-PRE-0423--183 ADDRESS/PARCEL: MULTIPLE/MULTIPLE ZONING: I-1 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards. COMMENTS: 1. There must be a NPPO waiver. An NPPO or NPPO Waiver is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. The NPPO or NPPO waiver must be done by a licensed professional landscape architect or arborist. 2. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 3. Ensure the required number of trees is in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 4. There will need to be a street landscape border on W Copper St per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. 5. There will need to be an interior landscape border on on the west side of the property (adjacent to an R-2 zone) per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. 6. See UDC 7.6.4.C for any and all other screening requirements. 7. Parcels 107-03-126A, 107-03-127A, 107-03-128A, 107-03-129A are all located within a Pima County Designated Riparian Habitat Area (designated Class: IRA-H, Important Riparian Area - Hydroriparian), from what can be seen, these area part of a regulated riparian habitat within Pima County. 107-03-127A & 107-03-128A are also located within the 1994 Shaw Study Area (designated Class 2). This will require an ERR (Environment Resource Report) as defined by section 11.4.6. of the UDC. (see also Section 4-01.2.B.1) 8. The Satna Cruz River runs adjacent to the site. There will need to be floodplain delineation as well as full inventories of the riparian resources on site for the areas that are affected by this in terms of floodplain and riparian habitat. 9. If encroachment must happen, an ERR (Environmental Resource Report) and a Mitigation Plan must be prepared. (TSM 4.2.5.B.1 & TSM 4.2.5.B.3) 10. See Engineering notes for Retention/Detention. 11. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 12. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan. 13. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot. 14. Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. The Development Package is a separate submittal from the building permits, and the building permits cannot be approved until the Development Package is approved. 2. Clarify the land use based on UDC definitions in Article 11. 3. The existing zone is I-1. Commercial Storage is permitted use in the I-1 zone, subject to use-specific standards 4.9.10.A and 4.9.13.Q. 4. Although there is an inquiry (RES 2023-220) on record to vacate property and for the sale the public property of the roadway of north Jackrabbit, it is currently public Right of Way. The construction of buildings would trigger the requirement of civil improvements in the ROW and this project thus would require a Private Improvement Agreement. a. (according to PIA Plan I-74-018, Jackrabbit Ave and Coyote Dr were supposed to have been paved with the PIA of Grant Rd Industrial Park (1974.) Only Jackrabbit Ave up to Copper St, and Copper St up to Coyote were paved.) b. (In 2006 the city vacated the westerly 40' of Coyote Dr along with additional lots 16 and 17 of Plat MP-26-078. This vacation was from the north ROW line of Copper St to the top of the cul-de-sac and is 10' easterly of the CL of Coyote Dr. This leaves only 20' of ROW and less than half of a dedicated cul-de-sac. | TW New Area Development | REVIEW COMPLETED | TP-PRE-0423-00183 - Pre-Application Conference Review v1 – 2601 N JACKRABBIT AV 1. Tucson Water has no objections to the proposed development and offers the following comments for your convenience. 2. The closest public water main is an existing 8” public water main in Copper Street, constructed in 1987 under Plan Number PN 053-1987. It should be able to supply the domestic and irrigation water needed by this project plus a fire flow of 1500 gpm. Hydraulic modeling would need to be conducted to determine if this public water can accommodate larger fire flows larger than 1500 gpm. 3. There are no public water mains in Jackrabbit Avenue, north of Copper Street. Tucson Water will not oppose the abandonment of Jackrabbit Avenue, north of Copper Street. 4. There is an existing 36” reclaimed water transmission pipeline on the west side of N Coyote Drive, north of Copper Street, constructed in 1985 under Plan Number 146-1985. If this portion of N. Coyote Drive is to be abandoned, Tucson Water will require that a 30’ wide public water easement centered over this transmission pipeline be retained. 5. The closest fire hydrant is a privately owned fire hydrant with an unknown maintenance history on a private 6” dead end fire service line, located near the southwest corner of the site. It may not be used to provide fire protection service to this site. 6. The closest public fire hydrants are located at the SEC of Copper St. and Coyote Dr, and at 2540 N. Jackrabbit Ave. Both are probably located too far away to provide adequate fire protection service to the proposed building on the subject site. 7. If a on-site fire loop with on-site fire hydrants is either required by the Tucson Fire Department, or simply desired by the owner/developer, the on-site will need to meet the following requirements: a. Be 8” or larger public water mains in public water easements that are a minimum of 15’ wide. b. Serve 8” public fire hydrants. 8. The design of any on-site public water mains will need to be reviewed and accepted in Tucson Water’s normal water master plan and water design plan processes. 9. The above comments are based on the limited preliminary information provided by the applicant and should not be construed as a complete review of the proposal.
