PLAN DIRECTION

ADOPTED PLAN(S): Plan Tucson, the Santa Cruz Area Plan, Key Parcel 4, and the Tucson Mountains Subregional Plan
PLAN AMENDMENT NOT REQUIRED BASED ON CONCEPT PRESENTED (SEE NOTES BELOW)

APPLICABLE PLAN POLICIES:
Plan Tucson
The annexation area is identified as part of the Mixed-Use Corridors building block due to its proximity to Mission Road. There are no preliminary development plans associated with the Original City Zoning request, and Plan Tucson has no specific guidance on assigning Original City Zoning.

Santa Cruz Area Plan, Key Parcel 4
The site is within the boundaries of the Santa Cruz Area Plan, Key Parcel 4. This plan has no specific guidance concerning assigning Original City Zoning.

SURROUNDING ZONING AND USES:
The affected parcels are currently zoned County Business 1 south of the centerline of Irvington Road, and County Suburban Homestead to the north. The nearest city zoning to the east is C-1 Commercial, except for a small area at the northeast corner of the intersection of Irvington Road and Mission Road which is zoned C-2 Commercial. There is an area of City Suburban Homestead immediately north of the annexation area. The only land use in the annexation area is the Single-Family Residential land use on parcel 137-11-4600. The remaining parcels of the annexation area, and the parcels east of the intersection are all undeveloped.

ANALYSIS:
The proposed zoning is consistent with both Plan Tucson and the Santa Cruz Area Plan.

It is encouraged to translate the existing county zoning directly to the equivalent city zoning within the annexation area. County zoning CB-1 should be translated to Commercial 1, and County Suburban Homestead should be translated to City Suburban Homestead. The Major Streets and Routes overlay should be extended to the new city limits as annexed.

Staff supports this rezoning as presented.

ADDITIONAL PLAN POLICIES TO CONSIDER:
None
