Comments:
1. A Traffic Impact Analysis (TIA) is required for this project.
2. Any existing curb or sidewalk that is non-compliant will be reconstructed to meet current standards.
3. Any unused curb cuts will be closed with new concrete curb per P.A.G. standard 209 and new concrete sidewalk per P.A.G. standard 200.
4. New curb returns at each entrance are to have a 25 Ft. radius.
5. New curb access ramps to be constructed at each curb return, per P.A.G. standard 207.
6. Entry widths of 40’ is acceptable.
7. New 6’ wide Concrete Sidewalk per P.A.G. standard 200, along the frontage of the development of both Park Ave and Irvington Rd.
8. New Curb Access Ramp per P.A.G. standard 207 on the SW corner of Irvington Rd and Park Ave.
9. At least one sidewalk is required to connect the onsite circulation path to sidewalk in the ROW both to Irvington and also to Park Ave.
10. Where adjoining sidewalk from the property ties to sidewalk along the ROW frontage, a 5’ X 5’ ADA landing is required. Landings shall be 5’ X 5’ and not to exceed a 2% cross slope in all directions.
11. 3’ minimum buffer between curb and sidewalk, unless ROW is limited. (ROW does appear to be limited along Park Ave. A Pedestrian Access Easement may be needed for the placement of sidewalk along Park Ave.)
12. Sun Tran needs to be consulted regarding the bus shelter on Park Ave, near the proposed entrance. They may have a minimum distance requirement from the end of a curb return. Contact- Mackenzi Wintermoyer at 520-206-8883.
13. Show Sight Visibility Triangles for both entrances.
14. Show Right of Way along Irvington Rd.
15. Show Existing and Future Right of Way along Park Ave.
16. Protect in place existing streetlights and traffic signals.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards.

COMMENTS:
1. There must be a NPPO or NPPO waiver. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. The site was previously developed and will require an NPPO Waiver form. PDSD will provide the applicant with the NPPO Waiver form upon request.
2. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.
3. Ensure the required number of trees are in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.
4. There will need to be street landscape borders on S Park Av and E Irvington Rd per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.
5. A separate irrigation water meter is required. Please label the new irrigation meter as “irrigation only”. UDC Technical Standards 4-01.-.2. A.1.
6. See Engineering notes for Retention/Detention.
7. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.
8. A Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards.
9. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan.
10. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot.
11. Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area.
12. The Commercial Rainwater Harvesting Plan must utilize the Site Water Budget Table. See TSM 4-01.0.0 Exhibit A. The Site Water Budget is how the Water Department tracks the irrigation water use on-site, not first flush retention volume charts.

COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package.

2. Retail-General Merchandise Sales is an allowed use in the C-2 sone, subject to Use Specific Standards 4.9.9.B.1.

3. Parking is calculated as follows (Table 7.4.4-1 UDC);
a. Retail Trade: 1 space per 300 sq. ft. GFA.

Bicycle Parking is calculated as follows (Table 7.4.6-1 UDC);
a. Short term: 2 space minimum
b. Long-term 2 space minimum

Refer to UDC Article 7.4.9 for design specifics.

4. Per UDC 6.3-4.A, For non-residential uses adjacent to a residential zone the required setback is 1 ½ times the height of the proposed building wall.

Non-residential uses adjacent to non-residential zones have a setback of 0’.

5. Per UDC Article 6.4.5.C.2.a, For nonresidential and multifamily development abutting an Arterial or Collector Street the minimum required street perimeter yard is ten feet, as measured from the existing or future property line as determined by the adopted Major Streets and Routes Plan , whichever is greater.

The proposed ROW width of Park, per the Major Streets and Routes Plan is 120’.

The proposed ROW width of Irvington is 120’.

6. The maximum building height for a commercial use in the C-2 zone is 40’ (6.3-4.A UDC)

7. Ensure access standards found in Section 7.8 of the UDC and sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met.

8. A lot split will be required and will need to be approved before the Development Package will be approved.

1. The parcel has an existing 1in meter on the driveway in front of the Liquor Express. It connects to an 8in Cement Asbestos main to the east along Park Ave
