Per TSM 8-01.5.1, the site requires a trash enclosure with gates. 3. A four foot wide sidewalk is required between the parking spaces and building on Lot 2 per TSM 7-01.4.1 B. 3. Per UDC 7.4.6 I, all vehicular use areas must be surfaced with asphaltic concrete, cement concrete, a chip seal treatment, or an alternative surfacing approved by the City Engineer. The parking in Lot 2 must be paved to this standard. 4. Because the new parking requires paving, the impervious area on the site will be increased by more than 2000 square feet. This new impervious area requires first flush retention. A drainage statement or drainage report prepared by a registered engineer will be required to establish that this is accomplished. | Site Landscape | REVIEW COMPLETED | CDRC TRANSMITTAL PROJECT: KIDS FIRST PRESCHOOL – BUILDING EXPANSION ACTIVITY NO.: TP-PRE-0324-00071 ADDRESS/PARCEL: 5316 E PIMA ST/12112399G ZONING: C-3 COMMERCIAL ZONE This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards. COMMENTS: 1. There must be an NPPO waiver. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. The site was previously developed and will require an NPPO Waiver form. PDSD will provide the applicant with the NPPO Waiver form upon request. 2. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all 3. new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 4. Provide the required number of trees in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. A Parking Design Modification Request may be submitted to relieve the applicant of some parking requirements so that the landscape requirements can be met. Submit a Parking Design Modification Request during development package formal review. 5. Provide a street landscape borders on N Beverly Av and E Pima St per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. 6. A separate irrigation water meter is required. Please label the new irrigation meter as “irrigation only”. UDC Technical Standards 4-01.-.2. A.1. 7. See Engineering Notes for Retention/Detention. 8. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 9. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan. 10. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot. 11. A Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards. 12. The Commercial Rainwater Harvesting Plan must utilize the Site Water Budget. See TSM 4-01.0.0 Exhibit A. The Site Water Budget is how the Water Dept tracks the irrigation water use on-site, not first flush retention volume charts. Development must comply with the Administrative Manual Section 2-06 - Development Package 2. Commercial-Day Care is an allowed use in the C-1 Zone with adherence to Use-Specific Standard 4.9.13.0. However, due to a zoning administrator determination, outdoor activities may occur. 3. The maximum height of a nonresidential building in the C-1 is 30’ (UDC6.3-4.A) 4. There is no lot coverage maximum in the C-3 zone for a nonresidential use (UDC6.3-4.A) 5. Parking requirements can be found on (Table 7.4.4-1 UDC): “1 space per 300 square feet of GFA. 6. As this is an expansion of both building area, and use area, full code compliance is required (UDC 7.7.3, 7.4.2) 7. Ensure access standards found in section 7.8 of the UDC and sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met. 8. Ensure compliance with 7.4.6.F.
