This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards.

COMMENTS:
1. There must a NPPO waiver. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval.
2. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.
3. Ensure the required number of trees is in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.
4. There will need to be a street landscape border on 7th AV per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.
5. There will need to be a interior landscape border on the north side of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.

7. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.
8. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. If possible, please include spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan.
9. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot.
10. Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package. Building permits may be applied for concurrently with the development package; however, the development package must be approved prior to approval of the associated building permit.
2. As an expansion 25% or greater of the floor area of the site is proposed, all the requirements of UDC 7.4 apply to the entire site.
3. Multifamily development is a permitted use in the C-2 zone. Up to 44 dwelling units per acre may be developed within the C-2 zone (UDC Table 6.3-4.A).
4. A lot combination or a recorded Covenant Regarding Development and Use of Real Property is required to allow multiple parcels to act as one single entity (https://cms3.tucsonaz.gov/files/pdsd/Covenant_Regarding_Development_and_Use_of_Real_Property_UDC.pdf). The existing alley will also need to be abandoned prior to approval of the development package.
5. On March 21, 2023, Mayor and Council voted to adopt numerous amendments to the Tucson Unified Development Code (UDC), including setback requirements for new development. The proposed amendments will be effectuated April 20, 2023. The required setbacks for the proposal are as follows:
a. The required east and south street perimeter yards are 10 feet, as measured from the existing or future property line as determined by the adopted Major Streets and Routes Plan, whichever is greater.
b. The required west perimeter yard is 20 feet, as measured from the west property line along 7th Avenue.
c. The required north perimeter yard is 0 feet (refer to UDC Table 6.3-4.A).
6. Refer to UDC Table 7.4.4-1 to ensure the entire site meets the required parking for Food Service and multifamily development uses. The required motor vehicle parking for multifamily development is calculated based on the number of bedrooms in each unit. An Individual Parking Plan in accordance with UDC 7.4.5.A may reduce the required motor vehicle parking. Refer to UDC 7.4.11 to determine the required Electric Vehicle Supply Equipment Requirements for the site as well.
7. Refer to UDC Table 7.4.8-1 to determine the minimum required short- and long-term bicycle parking spaces. Multifamily development requires one 0.10 short-term bicycle parking spaces per bedroom, with a minimum requirement of 2 spaces. 0.50 long-term bicycle parking spaces are required per bedroom, with a minimum requirement of 2 spaces. Long-term bicycle parking may be shown within each unit.
8. Ensure compliance with Technical Standards Manual Section 7-01.4.3. All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet.
9. Ensure access standards found in Section 7.8 of the UDC and Sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met.

Comments:
1. Existing curb along 7th Ave may remain if it is within tolerance of current standards.
2. New Concrete curb along 7th Ave. shall be per P.A.G. standard 209.
3. New concrete curb returns on 7th Ave are to have an 18 Ft. radius.
4. New curb access ramps to be constructed at each curb return, per P.A.G. standard 207.
5. New 5’ concrete sidewalk along the entire property frontage of 7th Ave, per P.A.G. standard 200.
6. New driveway aprons per P.A.G. standard 206.
7. At least one sidewalk is required to connect the onsite circulation path to sidewalk in the ROW along 7th Ave.
8. Where adjoining sidewalk from the property ties to sidewalk along the ROW frontage, a 60” X 60” ADA landing is required. Landings shall be 60” X 60” and not to exceed a 2% cross slope in all directions.
9. Close any unused existing curb cuts to be closed. Close curb cuts with P.A.G. standard 209 concrete curb and P.A.G. standard 200 concrete sidewalk.
10. Connect new sidewalk to existing sidewalk per P.A.G. standard 203.
11. Connect new curb to existing curb per P.A.G. standard 211.
12. 3’ minimum buffer between curb and sidewalk, unless ROW is limited.
13. Protect in place existing power poles.
14. Protect in place or relocate accordingly, existing regulatory or warning signs.

1. Tucson Water has no objections to the proposed development and offers the following comments for your convenience.
2. The proposed new apartment building will need to get it’s potable, irrigation and fire suppression water from the existing 8” cement asbestos water main on the west side of 7th Avenue. Please note that the connection to this water main will be somewhat complicated by the 36” ductile iron reclaimed water main located between the 8” water main and the parcels being developed.
