a. The SFR will need to be elevated, and certified with an elevation certificate by a licensed surveyor.
b. The hay shelter can be certified as flood-vented, a separate elevation certificate will be required to show this
c. The storage canopy does not need to be elevated or vented.
d. More detail on the horse barn will be required to determine if it qualifies as a structure by FEMA and requires further floodplain regulation

2. Ensure access to lot 12 is maintained on the easement

3. Due to the proximity of the site to Fahringer and Tanque Verde washes, as well as the historical flooding issues in the area, a hydrologic encroachment analysis of the proposed development will be required to show < .1ft WSEL rise on adjacent properties

4. A grading development package will be required if cut or fill quantities are over 50 cy. Please include those quantities on your building permit submission (TSM 2-01)

5. Delineate the 22.4 ft erosion hazard building setback from the top of bank of Fahringer Wash. This is derived from a development on an upstream parcel, see drainage study of DP18-0296.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards.

COMMENTS:

There must be a NPPO or NPPO waiver. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. COMMENTS:
1.Clarify the intent of the use in to determine is a development package is required.

The definition of Animal Production per UDC 11.3.2 "is the keeping, grazing, feeding, or breeding of animals by the property owner or occupant for commercial gain. Typical uses include horse ranches, dairy, poultry, and rabbit farms."

If the site is intended to be used for commercial gain, a development package is required and the use specific standards for animal production are applicable. If the structures of the horses are intended for personal use, then just building permits and associated floodplain use permits are required.

2.The site is zoned SR, and the proposed use is single family residential with animal production as an accessory use which is a permitted subject to use specific standards 4.9.2.A.1.a, 2.b, 3.a
a. 4.9.2.A.1.a – All buildings for animals shall be setback at least 50 feet from all property lines, except corrals, which must be setback ten feet from all property lines.
b. 4.9.2.A.2.b - A stock-tight fence and necessary cattle guards shall be erected and maintained along the boundaries of any area where livestock is kept or grazed. This provision does not apply to interior lot lines adjacent where the property is zoned IR or to open range as determined under Arizona Revised Statutes (A.R.S.).
c. 4.9.2.A.3.a – Hogs are prohibited

3. Per the City of Tucson Code, Section 4-27 Proximity of corrals, barns, etc. to dwellings – except as otherwise provided, the corral, barn, shed or any other structure for housing, keeping, or caring for horses must be setback a minimum of 20’ from any dwelling unit.

4. The minimum setback requirement for structures other than buildings for animals for all lot lines is 25 feet.

5. The parking ratio for single family residential is 2.25 spaces per dwelling unit.
