Typical land uses in this block include primarily residential, with associated Schools, Parks, and Places of Worship. The Santa Cruz Area Plan indicates the project location is long-range planned for Office use. Churches and other places of worship are an allowed use in the Office Zone. Surrounding Zoning and Uses: The site is zoned O-3, and is currently undeveloped. It is in the center of a residential neighborhood, and at the intersection of two collector roads. The single-family neighborhoods south and west are zoned R-2 Residential, and the houses to the north are also zoned O-3 Office. Analysis: The extension of ornamental building elements more than 10 feet from the maximum height prescribed by the underlying zone requires a Zoning Examiner Special Exception in the O-3 zone. The applicant has provided a letter of support from the Midvale Park Master Review Board for the project, and rendered elevations depicting the steeple as it would appear on-site. There are no scenic route considerations at the subject location. The Zoning Examiner’s Special Exception Procedure requires a neighborhood meeting at or nearby the project location, with notification to property owners within 400 feet of the site as well as neighborhood associations within one mile delivered at least 10 days prior to the meeting. After the neighborhood meeting, you have up to 60 days to submit your formal Special Exception Application. A public hearing before the Zoning Examiner is scheduled approximately 70 days after the application is accepted. A plan amendment is not required. Site Engineering comments are as follows: 1. A Development Package is required for the scope of this project. The content requirements may be found in Administrative Manual Section 2-06. 2. Per Access Management Guidelines 5.11, a driveway throat length of 60-ft from the edge of the travel lane on Midvale Park Rd is required. No parking spaces are permitted within this area. Access Management Guidelines 5. Pedestrian circulation is required to connect all buildings, dumpster areas, common use areas, and sidewalks on all the street frontages per TSM 7-01.3.3. There is no proposed circulation path connecting the ramada area. 6. Provide a full drainage report for the proposed development. Show compliance with first flush retention/balanced basin detention requirements. Refer to Chapters 2, 3, & 4 of the Design Standards for Stormwater Detention and Retention Manual (DSSDR). Drainage report content and format requirements can be found in chapter 10 of the DSSDR, as well. 7. If downspouts from rooftops are to be discharged at grade-level, ensure that the stormwaters up to and including flow from a 10-year event are scuppered beneath accessible paths. 8. The development package for this site shall include the area of disturbance, cut/fill quantities, and a stormwater pollution prevention plan (SWPPP). 9. Provide the area of disturbance. Because the area of disturbance for the overall proposed development is greater than one acre, a Stormwater Pollution Prevention Plan (SWPPP) is required. 10. Ornamental element is an integral part of the building’s architecture, and is not for human occupancy; b. The ornamental elements proposed to exceed ten feet above the allowed structure height shall not be used for signage; c. The applicant shall demonstrate how the proposal minimizes impacts on existing land uses by including a view shed analysis and an analysis of the project site grades and adjacent property grades as part of their submittal; or, d. Setbacks required for the architectural element will be one foot for each additional foot in height it exceeds the base allowance of ten feet. 4. | TW New Area Development * | REVIEW COMPLETED | Based on the information provided, Tucson Water has no objections to the proposed development. Potentially serving this development is an 8-inch PVC (B Zone) potable water main located on the east side of the parcel. Water pressure in this area ranges from approximately 62 to 69 PSI at an elevation of 2440 ft. Water pressure may vary by an additional ±5 PSI. There is an existing 2-inch irrigation water meter connected to the same water main referenced above. Please note that there is a designated easement located on the northeast side of the parcel. This easement is reserved for utility and/or access purposes as recorded in the property documentation.
