COMMENTS:

1. Roof signs are not a permitted sign type per UDC Section 7A. The proposed sign must either be relocated below the roofline or a Master Sign Program (MSP) must be submitted for review and approval.

2. Based on the proposed signage, it is likely that an MSP will be required to address maximum sign area. This will be confirmed upon review of a complete sign permit application identifying all proposed signage.

MSP PROCESS:

A. The applicant shall first submit a complete permanent sign permit application for review.

B. Upon review of the sign permit application, staff will determine whether a Master Sign Program (MSP) is required in accordance with UDC Section 7A. If an MSP is required, comments will be issued and the sign permit application cannot be approved at that time.

C. The applicant must then submit a separate MSP application for review.

D. The MSP application will be reviewed by a design professional, and provide any required revisions or conditions

E. Upon approval of the MSP, the applicant shall resubmit the original sign permit application. The resubmittal must demonstrate consistency with the approved MSP.

F. The sign permit will then be reviewed for compliance with the approved MSP prior to issuance.

1. The proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency.

2. The proposed structure is considered to be defined as a “sign” per the Unified Development Code. UDC 11.4.20. defines a sign as “Every advertising message, announcement, declaration, display, illustration, insignia, surface or space erected or maintained in a location outside any building and visible to the public for identification, advertising or promotion of the interest of any person, entity, product or service.”

In this case, the proposed structure is related to the proposed retail use on the overall site and is considered to serve as advertising for it, or promotion of it.

3. As a sign, the proposed structure is subject to UDC 7A, the Sign Code. See separate comments from the Signs Reviewer, Georgia Pennington, for more information.

4. This parcel is zoned C-3. The maximum permitted height for a structure in C-3 is 75’, as measured from design grade.

5. The minimum setback to the west, a Major Street & Route, N Oracle Rd, is 10’. The minimum to W Lester St and to W Lee St, local streets, is 20’. The minimum interior setback to the east, a C-1 zone, is 0’.

6. Please be aware that developments, including signs, are subject to compliance with the Outdoor Lighting Code (https://www.tucsonaz.gov/Departments/Planning-Development-Services/Public-Meetings-Boards-Committees-Commissions/Outdoor-Lighting-Code-Committee).

7. Please be aware that the proposed addition to the existing structure may affect the contributing status of the building.
