The National City Neighborhood Plan does not have any specific policies applicable to this proposal. Surrounding Zoning and Uses: The site is zoned C-2 Commercial, and is located along S 12th Ave, which is classified as an arterial route in the Major Streets & Routes Plan. Parcels to the north, west, and south are zoned C-2, and are comprised of retail and food service uses. Land to the east is made up of single-family residential homes, and is zoned R-2 Residential. Analysis: The construction of a new monopole tower as demonstrated in the plan set is subject to UDC sec. 4.9.4.I.8.a. This section requires a Mayor & Council Special Exception. a. Wireless communication antennas, provided: (1) The tower or antennas are not permitted by other provisions of this section; (2) New towers require a minimum separation of one mile from any existing tower, regardless of ownership, unless documentation establishes that no practical alternative exists; (3) All appropriate measures shall be taken to conceal or disguise the tower and antenna from external view; (4) All appropriate measures shall be taken to reduce the negative proliferation of visible towers and antennas by the collocation of new antennas on existing towers or with the facilities of other providers that are located or planned for development within the proposed service area; and, (5) Notice shall be provided to all agents designated, in accordance with Section 4.9.4.I.2.g, at least 15 days prior to the date of the public hearing before the Zoning Examiner. A radio frequency (RF) coverage map will need to be provided with the application submittal, along with a statement that the applicant has investigated other verticality in the area, and there are not suitable towers on which to co-locate. There are a variety of tall trees in the surrounding area. Based on the future colocation positions on the proposed tower, a mono-elm treatment is appropriate at this location. Photo simulations will be required along with the complete plan drawings. Based on the standards listed above and applicable plan policies, a plan amendment is not required.
