SITE LANDSCAPE/NPPO COMMENTS:

1. Preserve and protect all existing plant material located near construction activities. If any plants are removed or destroyed, then at a minimum replace the plant with the same species and 24” box container size for trees and 15 gallon container for shrubs/accents/cacti. For more information on protective fencing, please reach out prior to the formal submittal and I will provide a detail and notes to add to the plans.

1. The proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency.

2. Per UDC Table 4.8-2, “Recreation Land Use Group – Parks and Recreation” is an approved use in R-2 zoning subject to use-specific standard 4.9.13.B & C.

a. Per use-specific standard 4.9.13.C, in the R-2 zoned area, lighting is subject to compliance with Section 6-101, Outdoor Lighting Code, so as to eliminate glare toward streets and adjoining R-3 or more restrictive zoning.

3. Per UDC Table 4.8-3, “Recreation Land Use Group – Parks and Recreation” is an approved use in O-3 zoning subject to use-specific standard 4.9.13.K.

4. Per UDC Table 4.8-5, “Recreation Land Use Group – Parks and Recreation” is not an approved use in I-1 zoning. The current use at 5001 S Nogales Hy is assessed to be a legal nonconforming use.

5. Ensure compliance with UDC Technical Standards Manual Section 7-01.3.0. This section requires pedestrian circulation to connect all public access areas and all pedestrian circulation located in any adjacent streets.

Pedestrian circulation to adjacent streets, which can include crosswalks, is not completely shown on submitted plans.

Pedestrian circulation from the existing YMCA to park improvements and new sidewalks in vicinity of the basketball courts and new playground is not shown, but required.

6. Per UDC Table 7.4.4-1, the minimum number of motor vehicle parking spaces required is 1 space per 100 square feet of gross floor area, except in the following cases:
• Athletic fields require 15 spaces per field
• Courts (basketball or volleyball) require 5 spaces per court or 3 spaces per half court, if only a half court is provided
• Courts (tennis or racquetball) require 2 spaces per court
• Health/exercise club/gymnasium (for example, the YMCA), requires 1 space per 200 square feet of gross floor area

Per UDC 6.6.2.K, no additional parking is required for accessory buildings and structures beyond what is required of the principal use.

7. Per UDC Table 7.4.8-1, the minimum required number of bicycle parking spaces are per the PDSD Director’s approval, except as follows:
• Health/exercise club/gymnasium (for example, the YMCA), requires 1 short-term space per 2,000 sf of GFA, with a minimum requirement of 2 and requires 1 long-term space per 12,000 sf of GFA, with a minimum requirement of 2
• Athletic fields require 2 short-term spaces per field and no long-term spaces
• Courts (basketball, volleyball, tennis, or racquetball) require .25 short term spaces per court, with a minimum of 2 and require no long-term spaces

8. This project is part of the Major Streets & Routes Overlay due to its frontage on S. Nogales Hy and E. Irvington Rd.

9. Maximum permitted building heights, which also apply to accessory structures (except for light poles and flagpoles), in each zone are shown below:

a. I-1: 75’
b. O-3: 40’
c. R-2: 25’

10. This project encompasses five separate parcels. Proof of combination of parcels will be necessary prior to final approval of a development package.
