New curb returns are to have a 25 Ft. radius. This needs to be labeled on the plan. 3. New curb access ramps to be constructed at each curb return, per P.A.G. standard 207. This needs to be labeled on the plan. 4. New concrete curb per P.A.G. standard 209. This needs to be labeled on the plan. 5. Any New Concrete Sidewalk in the ROW per P.A.G. standard 200. This needs to be labeled on the plan. 6. Where adjoining sidewalk from the property ties to sidewalk along the ROW frontage, a 5’ X 5’ ADA landing is required. Landings shall be 5’ X 5’ and not to exceed a 2% cross slope in all directions. 7. Remove the existing scupper and do not replace it. 8. TP-PRE-0224-00042 ADDRESS: 9537 E OLD VAIL RD ZONING: I-1 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards. COMMENTS: 1. There must be a NPPO or NPPO waiver. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. 2. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 3. A separate irrigation water meter is required. Please label the new irrigation meter as “irrigation only”. UDC Technical Standards 4-01.-.2. A.1. 4. Ensure the required number of trees is in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 5. There will need to be a street landscape border on Old Vail Road per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. 6. See Engineering notes for Retention/Detention. 7. There is a Riparian Habitat Class C that bisects the southwest 1/3 of the property, the applicant will need the following: an ERR, and if encroachment is happening into the habitat area, you will need a mitigation plan. See UDC Section 4-02.2.5.B.1 and 4-02.2.5.B.3 for the requirements. 8. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 9. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan. 10. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot. 11. Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. 12. The Commercial Rainwater Harvesting Plan must utilize the Site Water Budget. See TSM 4-01.0.0 Exhibit A. The Site Water Budget is how the Water Dept tracks the irrigation water use on-site, not first flush retention volume charts. The proposed development must comply with Administrative Manual 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency. 2. The site is zoned I-1 and the proposed use is industrial – commercial storage and commercial- administrative and professional office which is permitted subject to use specific standards 4.9.10.A and 4.9.13.Q (UDC Table 4.8.7). Clarify if one of the uses is accessory to the other use. 3. The site is within Noise Control District A (NCD-A/NCZ-A) which requires Administrative and Professional Offices to be sound attenuated, to reduce the interior noise level by 25 decibels, to 40-45 Ldn, in accordance with the Technical Standards Manual (UDC 5.6). 4. The site is within Approach Departure Corridors for Davis Monthan Airforce Base (ADC-3) which permits a maximum FAR of 0.40 of the project site area, the maximum permitted building height is 62 feet from design grade elevation of the height limit of the underlying zone, whichever is more restrictive, and any meeting space and function areas where people gather in excess of 5,000 square feet in area shall be located underground (UDC 5.6.8.C). 5. Identify a UDC use for the covered yard area and account for the use in the parking calculation. 6. The interior lot setback requirements for nonresidential uses adjacent to nonresidential zones is 0’ (UDC, Table 6.3-5.A). 7. The street yard setbacks along E. Old Vail Road is 10’ from the existing or future property line (UDC 6.4.5.C). 8. The maximum permitted height for I-1 is 50’ (UDC Table 6.3-5.A) 9. The minimum parking requirement for Commercial Storage is 1 space per 5,000 sq. ft. GFA, plus 1 space per 5,000 sq. ft. of outdoor storage area for the first 20,000 sq. ft. of outdoor storage area, plus 1 space per 10,000 sq. ft. of outdoor storage area over 20,000 sq. ft. of outdoor storage area. 10. The minimum parking requirement for the Administrative and Professional Office is 1 space per 300 square feet of gross floor area. UDC 7.4.4). Refer to UDC 7.4.6 for Motor Vehicle Design Criteria. 11. One-Way access lane or Parking Area Access Lane within Storage Use development are required to be a minimum of 20'. Two-Way access lane or Parking Area Access Lanes (PAAL) within the Storage Use development are required to be a minimum of 30’ wide (UDC 7.4.6). For covered parking, the parking canopy must be setback 1' from the PAAL or access lane. 12. The minimum bicycle parking requirement for Commercial Storage is zero short-term bicycle parking spaces and 1 long-term bicycle parking space per 40,000 square feet of gross floor area with a minimum requirement of 2 spaces and a maximum requirement of 10 spaces. 13. The minimum bicycle parking space for Administrative and Professional Office is 1 short-term space per 20,000 square feet of gross floor area with a minimum requirement of 2 spaces, and 1 long-term space per 6,000 square feet of gross floor area with a minimum requirement of 2 spaces. Refer to UDC 7.4.9 for Bicycle Parking Design Criteria. 14. The Administrative and Professional Office requires 5% of the required number of parking spaces to be EV Ready and 15% of the required number of parking spaces to be EV Capable. Refer to UDC 7.4.12 for Design Criteria. 15. Commercial Storage uses without direct vehicular access with less than 50,000 square feet of gross floor area requires 1 Type A off street loading spaces and 2 Type A off street locating spaces for commercial storage over 50,000 square feet of gross floor area UDC Table 7.5.5-A. Refer to UDC 7.5.4 for Design Criteria. 16. Provide a pedestrian circulation path that connects all areas of development, including the trash enclosure, and to any adjacent street frontage.
