TP-PRE-0223-00114 ADDRESS/PARCEL: 2937-49 N FLANWILL BL/111-06-3140 ZONING: R-2 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards. COMMENTS: 1. There must be a NPPO or NPPO waiver. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. 2. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 3. Per UDC 7.6.2.B.2.a, n sites where the gross floor area of the existing building (s) is 10,000 square feet or less, expansions in square footage of land area, floor area , lot coverage , or vehicular use area as follows: a. If the expansion is less than 50%, the standards of this section apply only to the proposed expansion. Existing development on the site is subject to the zoning standards in effect at the time the existing development received zoning approval. 4. Ensure the required number of trees is in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 5. There will need to be a street landscape border on N Flanwill Bl per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. 6. There may need to be a interior landscape border on the west side of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. 6. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 8.The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan. 9. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot. 10. Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. Development must comply with the Administrative Manual Section 2-06 - Development Package. Development Packages and Building Permits are two separate submittals but can be reviewed concurrently; however, the Building Permits cannot be approved or issued prior to the Development Package being approved or issued. 2. The site is zoned R-2 and the proposed use is multifamily development which is permitted subject to use specific standards 4.9.7.B.6, .9, & .10. It does not appear you are proposing subdivision; therefore this is not a flexible lot development. 3. The residential density ratio is 15 dwelling units per acre. The plan states the site area is 28,000 square feet; therefore, the site can support 9 dwelling units. 4. The interior lot line setback requirement is 10' or ¾ the height of the proposed structure wall (grade to below the roof line) measured from the exterior of the structure to the property line. 5. Per UDC 7.4.3.E, expansions over 25% in gross floor area are required to meet all standards and requirements of UDC Section 7.4, Motor Vehicle and Bicycle Parking, for the entire site. 6. The vehicular parking ratio for multifamily projects is 0.75 spaces per dwelling unit. 7. Per UDC 7.4.6.D.2.b, the parking spaces between building 4 and 2, and 1 and 3 must be a minimum of 10’ in width as they are adjacent to a vertical barrier higher than 6 inches. A Parking Design Modification Request (PDMR) may be used to reduce the space to 8’ in width (UDC 7.4.10). 8. The bicycle parking ratio for short term is 0.10 spaces per bedroom with a minimum requirement is 2 spaces; and for long term is 0.5 spaces per bedroom with a minimum requirement is 2 spaces. Clarify the bedroom count to calculate the required number of bicycle parking spaces. For design criteria see UDC 7.4.9. 9. EV parking requirement is 10% EV ready and 20% EV capable and 1 EV space is required to be accessible compliant. See UDC 7.4.12 for more information. EV ready means a parking space within 6 feet of a suitable circuit termination point. EV capable means A parking space within 6 feet of the termination (in a listed cabinet, box, or other enclosure) of a listed electrical conduit to accommodate a future individual branch circuit originating at the main service or subpanel. 10. Per UDC 7.4.6.K an cannot be used for access. A breakaway gate to the alley that is approved by TFD is okay. 11. Provide a pedestrian circulation path that is a minimum of 4’ wide and ADA compliant, connecting all areas of development and to any adjacent street frontage. Tucson Water has no objections to the proposed development and offers the following comments for your convenience: 2. The four existing duplex units are served by an existing ¾” water service line and a 1” water meter. These components (particularly the water service line) may be too small to properly serve the additional development. 3. There is an existing 4” water main the alley to the west. If the existing water service line and water meter are too small to serve the two additional duplexes, one or more potable water service lines and water meters may be connected to this existing 4” water main. 4. The Tucson Fire Department has required the two new duplexes be equipped with fire suppression sprinkler systems. If the fire suppression systems are to be connected to the 4” water main in the alley, each of the two new duplexes will need to have its own fire service line and fire suppression system to ensure the 4” water main will not be overloaded. In other words, the two new duplexes may not share a common fire service line or fire suppression sprinkler system. 5. Please contact Tucson Water’s New Services Section at TW_Common@tucsonaz.gov to arrange for any new potable water service lines, water meters or fire service lines that need to be installed. 6.
