TP-PRE-0223-00108 ADDRESS/PARCEL: 10488 S RINCON KNOLLS LP/308-97-739B ZONING: MH-1, R-1 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards. COMMENTS FROM SUBMITTED QUESTIONS: 1. IS AN ENVIRONMENTAL RESOURCE REPORT NEEDED? - Yes, or at the very least a revised one for the areas that the work will be done in 2. THE PROPOSED PATH IS WITHIN NATURAL UNDISTURBED OPEN SPACE AND NATURAL REVEGETATED OPEN SPACE PER THE FINAL PLAT. SPECIFICALLY DESCRIBE HOW THE PROPOSED PATHWAY AND THE CONDITION SHOULD BE ADDRESSED? - The rezoning condition (#10, pg 5) reads as follows, “....A minimum 45 percent of the site shall be preserved as Natural Undisturbed Open Space (NUOS). NUOS shall be dedicated as a conservation easement and encroachment will not be permitted. The owner/developer may disturb and revegetate a maximum of 5 percent of the site and apply it towards the minimum 50 percent open space requirement. Disturbed and revegetated areas shall be labeled as Natural Revegetated Open Space (NROS)….” The CoT will allow this on the condition that the area used for the path be mitigated for elsewhere on the site. 3. NATIVE PLANTS WILL BE DISTURBED AS PART OF THE DEVELOPMENT OF THE PATHWAY. THE RINCON KNOLLS SUBDIVISION UTILIZED THE NATIVE PLANT PRESERVATION PLAN SET-ASIDE METHOD. THE PROPOSED RIVER PARK PATHWAY IS LOCATED IN THE SET ASIDE AREA. DESCRIBE HOW THE NATIVE PLANT PRESERVATION PLANT ORDINANCE SHOULD BE ADDRESSED. - There will need to be a NPPO for the area that the path is located in. The mitigation can be included as part of the revegetated natural open space area reference in the above question. 4. A DESERT TORTOISE SURVEY WAS REQUIRED AS PART OF TEH CONDITIONS. SPECIFICALLY DESCRIBE HOW THE PROPOSED PATHWAY AND THE CONDITION SHOULD BE ADDRESSED. - As stated, a previous Tortoise Survey was conducted, and if the proposed River Park Path does encroach, please follow all mitigation as laid out on Sheet 22 of the Rincon Knolls Tentative Plat. 5. A CONDITION REQUIRING ARIZONA GAME AND FISH DEPARTMENT GUIDELINES SHALL BE FOLLOWED. SPECIFICALLY DESCRIBE HOW THE PROPOSED PATHWAY AND THE CONDITION SHOULD BE ADDRESSED. - I have reached out to AZ Game and Fish and as soon as they send over the guidelines I will be and touch and reach an agreement how these are to be followed. 6. AN ARCHAELOGICAL ASSESSMENT AND SURVEY WERE REQUIRED AS PART OF THE CONDITIONS. SPECIFICALLY DESCRIBE HOW THE PROPOSED PATHWAY SHOULD BE ADDRESSED. - Reach out to Jodie Brown in Historic (jodie.brown@tucsonaz.gov) on how this is to be addressed. I imagine that there will need to be a survey done on this portion of the land. 7. FOR THE PROPOSED PAHWAY THERE ARE 3 PEDESTRIAN BRIDGES THAT CROSS WASHES. WILL A DRAINAGE REPORT BE REQUIRED? - Yes, a drainage report will be required. 8. PLEASE REVIEW THE REZONING CONDITIONS AND ANY OTHER RESTRICTIONS FOR THE PROJECT SITE AND PROPOSED PATH PROJECT AND DESCRIBE HOW THESE ISSUES SHALL BE ADDRESSED. - #16 Whenever possible wildlife passages or paths should not be combined with pedestrian uses. When pedestrian paths share wildlife corridors, pedestrian paths shall be placed along edges of wildlife corridors to minimize impacts on wildlife movement. - #18 Signage shall be provided along sidewalks at appropriate distances from wildlife crossings to allow pedestrians notice of potential animal crossings.
