PLAN DIRECTION

ADOPTED PLAN (S): PLAN TUCSON, NATIONAL CITY NEIGHBORHOOD PLAN

PLAN AMENDMENT REQUIRED BASED ON CONCEPT PRESENTED (SEE NOTES BELOW)

0 YES 1 NO 0 TO BE CONFIRMED LATER

PLAN SUPPORT BASED ON CONCEPT PRESENTED (SEE NOTES BELOW):

1 YES 0 NO 0 WILL DEPEND ON DESIGN

Applicable Plan Policies:

Plan Tucson - Plan Tucson policies encourage the expansion of state-of-the-art and cost-effective technologies for public infrastructure and facilities.

South Pantano Area Plan - The project site is within Subarea 6 of the South Pantano Area Plan. The goals of this plan are to provide guidelines for proposed development, protect existing development, and to create a sense of community within established neighborhoods.

It also provides direction on the development of old landfill sites, requiring design to comply with health and safety regulations as well as with any design requirements for development on or adjacent to landfill sites. As this is for an unoccupied wireless facility, these are likely minimally applicable.

PAD-40 Harrison Road Inert Materials Landfill – The site is zoned PAD-40, which has a base zone of P-I Park Industrial. The PAD allows all uses allowed in the P-I Zone, subject to their use-specific standards and special exception requirements.

Surrounding Zoning and Uses:

The landfill is located on Harrison Road, an arterial with no scenic or other designation. The project location is less than 100 feet from Pantano Wash to the north, and approximately 100 feet from undeveloped land owned by KB Homes to the west. That land is zoned R-2, and part of it is likely to be developed as a residential subdivision. It’s unlikely such a development would extend this close to the Pantano Wash bank, however.

Analysis:

The construction of a new monopole tower as demonstrated in the plan set is subject to UDC sec. 4.9.4.I.8.a. This section requires a Mayor & Council Special Exception. The tower is greater than 50 feet in height and set back less than two times the tower height from the nearest property zoned residential.

a. Wireless communication antennas, provided:
(1) The tower or antennas are not permitted by other provisions of this section;
(2) New towers require a minimum separation of one mile from any existing tower, regardless of ownership, unless documentation establishes that no practical alternative exists;
(3) All appropriate measures shall be taken to conceal or disguise the tower and antenna from external view;
(4) All appropriate measures shall be taken to reduce the negative proliferation of visible towers and antennas by the collocation of new antennas on existing towers or with the facilities of other providers that are located or planned for development within the proposed service area; and,
(5) Notice shall be provided to all agents designated, in accordance with Section 4.9.4.I.2.g, at least 15 days prior to the date of the public hearing before the Zoning Examiner.

A radio frequency (RF) coverage map will need to be provided with the application submittal, along with a statement that the applicant has investigated other verticality in the area, and there are not suitable towers on which to co-locate. Based on the absence of any tall vegetation or other objects to contextualize a faux-plant camouflage scheme, painting the tower to blend with the sky (Sherwin-Williams Bliss Blue SW6527 or similar) is the preferred method to reduce visual impacts. Photo simulations will be required along with the complete plan drawings.

Based on the standards listed above and applicable plan policies, a plan amendment is not required.

SITE LANDSCAPE/NPPO COMMENTS

PAD-40 HARRISON LANDFILL DOCUMENT - SITE LANDSCAPE COMMENTS:

1. PAD 40 Document page 17 - F. Landscape and Screening
• Standards for Permitted Uses and Special Exception Uses: Development of the property with Permitted Uses or Special Exception Uses, whether such development occurs during the interim phase or after the termination of the interim timeframe shall conform to the UDC requirements for Landscaping and Screening in UDC Section 7.6. This PAD does not preclude applicants from applying for a Design Development Option (DDO) per Section 3.11.1 of the UDC.

2. *PER UDC TABLE 7.6.4-1 UTILITY SERVICE LAND USE ADJACENT TO RESIDENTIAL ZONE REQUIRES A 6’ MASONRY WALL. LOOK AT CHANGING THE CHAIN-LINK PERIMETER FENCE TO A MASONRY WALL.

3. PAD 40 Document page 17 - F. Landscape and Screening - PROPERTY LINE SCREEING AND LANDSCAPE BORDERS East property line has an existing earth berm for screening and supplement plantings in the Harrison Road Greenway Landscaping (per below)
• New plants used for perimeter landscape borders shall be drought-tolerant species. All new plant materials used must be selected from the Arizona Department of Water Resources’ Low Water Use/Drought Tolerant Plant List.

4. The landscape border planting requirements along the west property line shall be as follows:

• Canopy trees, meeting the size requirements of TSM 5-01.5.0, shall be planted every 33 linear feet per UDC 7.6.4.C.1.

• Drip irrigation for the canopy trees shall be installed per an approved landscape plan.

• Passive water harvesting tree wells with a minimum containment depth of 6- inches shall be placed around each canopy tree. Where located on or adjacent a slope, the well shall be open on the up-gradient side to capture runoff from the slope area.

• Ground cover and vegetative cover requirements within the landscape border shall be only to hydroseed the landscape border. Hydroseeding shall conform to the Native Seed List standards of TSM 5-02.6.0 Exhibit I. Supplemental plantings within the Harrison Road Greenway shall conform to the Greenway planting guidelines specified in the Pima Regional Trail System Mater Plan, as shown on Page 61 of that document which is included below with pertinent sections indicated by red arrows. The existing vegetation shall be supplemented to increase the canopy tree density to one per 33 linear feet of Greenway length. Where possible, supplemental trees shall be placed to alternate from one side of the paved multi-use path to the other with varying distances from the path edge. An approved landscape plan and right-of-way use permit shall be required.

5. PAD 40 Document page 43 - O. Vegetation and Wildlife Vegetation on the subject property is generally sparse with some areas with moderate to dense growth of weeds, shrubs and trees. It is not expected that any vegetation within the interior will be preserved due to the nature of the landfill activities. A native plant inventory and mitigation plan should be prepared. Typical desert wildlife is expected to be present onsite but there are no Protected Riparian Areas present due to the lack of floodplain areas.

6. *Note: If any plantings are proposed with this project, an irrigation plan will be required.

Thank you.
