DURING THE DEVELOPMENT PACKAGE REVIEW PROCESS, A FULL REVIEW WILL BE MADE BY THE SITE LANDSCAPE/NPPO REVIEW SECTION TO ENSURE COMPLIANCE WITH THE APPLICABLE CITY OF TUCSON UNIFIED DEVELOPMENT CODE, TECHNICAL STANDARDS MANUAL AND ADMINISTRATIVE MANUAL REQUIREMENTS FOR SITE LANDSCAPE, NATIVE PLANTS AND RAINWATER HARVESTING. SITE LANDSCAPE/NPPO COMMENTS: 1. UDC 7.6.2. APPLICABILITY The provisions of this section apply to the following: A. All new development; and, B. Expansion of existing development, as provided below: 2. Buildings 10,000 Square Feet or Less On sites where the gross floor area of the existing building (s) is 10,000 square feet or less, expansions in square footage of land area, floor area, lot coverage, or **VEHICULAR USE AREA as follows. **a. If the expansion is less than 50%, the standards of this section apply only to the proposed expansion. Existing development on the site is subject to the zoning standards in effect at the time the existing development received zoning approval. **IF AN IMPERVIOUS PARKING AREA IS BEING PROPOSED TO THE SOUTH OF THE EXISTING BUILDING, THEN PARKING LOT CANOPY TREES ARE REQUIRED AT 1 TREE FOR EVERY 4 PARKING SPACES PROVIDED, SEE UDC 7.6.4.B. **IF THE PARKING AREA MEETS THE REQUIREMENTS STATED ABOVE THEN A LANDSCAPE PLAN SET IS REQUIRED. THE LANDSCAPE PLAN SET SHOULD INCLUDE A PLANTING PLAN, IRRIGATION PLAN, RAINWATER HARVESTING PLAN AND ALL APPLICABLE DETAILS REQUIRED TO COMPLETE WORK ON SITE. 2. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 3. A Commercial Rainwater Harvesting plan is required: See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required. The Rainwater Harvesting Plan shall consist of two elements: a Site Water Budget and a Water Harvesting Implementation Plan. Preparation of the Rainwater Harvesting Plan elements requires coordination between project managers, site engineers and landscape architects from the inception of the project. The two elements of the Rainwater Harvesting Plan shall illustrate water harvesting how will meet 50% of annual landscape water demand, as required by the ordinance. 4. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Grading Plans to have identical basin size, grades/percent slopes, spot elevations and curb cut inlet and outlet locations. 5. Maximize rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area. 6. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0. Or see City of Tucson Ordinance 10597 -- Sec. 6-182. Rainwater Harvesting Plan: Number 3 (a) A separate water meter connected to the main water supply; or (b) An irrigation sub-meter. 7. **If it is determined that any of the above provided site landscape standards cannot be met due to the nature of the development, then a Design Development Option (DDO) may be an option to gain partial relief from some landscape requirements, see UDC 3.11.1.B.3 for landscape and screening modifications allowed. A Board of Adjustment Variance to the UDC site landscape requirements is also a viable alternative. Please reach out to Mark Castro or Georgia Pennington with PDSD for more information on the DDO and Variance process. Mark.Castro@tucsonaz.gov – Georgia.Pennington@tucsonaz.gov Thank you. | Site Zoning * | REVIEW COMPLETED | CDRC Thursday Pre-Submittal Transmittal PDSD Zoning Review FROM: Krista Hansen, Lead Planner PROJECT: Pre-submittal meeting TP-PRE-0126-00023 Parcel: 123052630 Address: 2424 E GRANT RD Zoning: C-1 Existing Use: Commercial Services – Administrative and Professional Office Proposed Use: Commercial Services – Commercial Recreation and Retail Trade – General Merchandise Sales TRANSMITTAL DATE: 2/26/2026 COMMENTS: 1. Any proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package (DP). Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency. 2. The site is zoned C-1. The proposed uses are Commercial Recreation, which is permitted subject to UDC 4.9.13.O, and General Merchandise Sales, which is permitted subject to UDC 4.9.9.B.3 and 4.9.13.O. 3. Per the proposed Uses shown on your site plan, this is not considered a ‘change of use’ and will not trigger full code compliance. 4. The site is located along Grant Rd, a designated Major Street and Route (MS&R), subject to UDC 5.4. This section will be widened as part of Grant Rd Phase 5 & 6. If you haven’t already, please reach out to City of Tucson Real Estate / Acquisitions Division at Real.Estate@tucsonaz.gov. 5. Dimensional Standards for C-1 (UDC Table 6.3-4.A): a. No maximum lot coverage for nonresidential b. Maximum height allowed is 30’ for nonresidential c. Street setback to Grant Rd is 10’ d. Setback to south property line is 1.5(H) height of the adjacent building wall (adjacent to R-1) e. Setback to east and west property line is 0’ (adjacent to C-1) 6. Motor Vehicle parking ratios (UDC Table 7.4.4-1) are below. Ensure compliance with UDC 7.4.6, Design Standards. This site is currently nonconforming due to not meeting the minimum number of required parking spaces. Zoning suggests applying for nonconforming status with the proposal to relocate the existing number of parking spaces elsewhere on site (rear of building). This can be done through a Zoning Compliance letter. If this cannot be established, please contact Mark Castro (Mark.Castro@tucsonaz.gov) about an Individual Parking Plan (IPP) (UDC 7.4.5.A) to modify the number of required spaces. a. Commercial Services, General Merchandise Sales: 1 space per 300 SF of GFA b. Archery Range may use the “Rifle and Pistol Range” parking ratio which is 1 space per lane 7. Bicycle parking ratios (UDC Table 7.4.8-1). Ensure compliance with UDC 7.4.9, Design Standards. a. Commercial Services, General Merchandise Sales: 2 short-term spaces and 2 long-term spaces b. Archery Range / Rifle and Pistol Range: none 8. Exempt from electric vehicle supply equipment (EVSE) parking requirements per UDC 7.4.11.B.3. 9. Provide a pedestrian circulation path that connects to the adjacent street frontage (TSM 7-01) and adjacent to the PAAL along the east side of the building (TSM 7-01.4.1.B). 10. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards. If you have any questions, please contact me at krista.hansen@tucsonaz.gov. |
