THE COMMENTS PROVIDED ARE PRELIMINARY AND ARE NOT TO BE ASSUMED AS A COMPLETE REVIEW OF THE PROPOSAL. DURING THE DEVELOPMENT PACKAGE REVIEW PROCESS, A FULL REVIEW WILL BE MADE BY THE SITE LANDSCAPE/NPPO REVIEW SECTION TO ENSURE COMPLIANCE WITH THE APPLICABLE CITY OF TUCSON UNIFIED DEVELOPMENT CODE, TECHNICAL STANDARDS MANUAL AND ADMINISTRATIVE MANUAL REQUIREMENTS FOR SITE LANDSCAPE, NATIVE PLANTS AND RAINWATER HARVESTING.

SITE LANDSCAPE/NPPO COMMENTS:

1. PER UDC ARTICLE 3.3.3.G.2.C - A SITE PLAN (DEVELOPMENT PACKAGE) is required for the following types of development: existing development undergoing a change of use, building structure additions, and/or reconfiguration of an area outside a building. A Development Package (DP) meeting the requirements of Administrative Manual (AM) 2-06 must be submitted and approved prior to approval.

2. A landscape plan set is required. Preparation of the landscape plans shall adhere to UDC 7.6.4 and Administrative Manual 2-10.

3. Parking lot canopy trees are required at 1 tree for every 4 parking spaces provided, see UDC 7.6.4.B. Structurally covered parking spaces do not count toward the ratio, see UDC 7.6.4.B.1.c.(8). Trees are to be distributed evenly throughout the parking area, see UDC 7.6.4.1.a.(1). See Technical Standards Manual 5-01.3.0 for additional landscaping in vehicular use area requirements.

4. An interior landscape border is required on the north and west property boundaries of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C. Commercial land use adjacent to Residence zone requires a 10’ interior landscape border and a 5’ masonry wall located on the property line.

5. A street landscape border is required along N Main Av, per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C. Commercial land use along MS&R and non-MS&R requires a 10’ street landscape border.

6. A drip irrigation plan and details are required for all proposed landscape planting areas.

7. DTM review is required for all planting and irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka (david.marhefka@tucsonaz.gov) for review and approval if applicable for this project.

8. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.

9. A Commercial Rainwater Harvesting plan is required: See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required. The Rainwater Harvesting Plan shall consist of two elements: a Site Water Budget and a Water Harvesting Implementation Plan. Preparation of the Rainwater Harvesting Plan elements requires coordination between project managers, site engineers and landscape architects from the inception of the project. The two elements of the Rainwater Harvesting Plan shall illustrate water harvesting how will meet 50% of annual landscape water demand, as required by the ordinance.

10. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Grading Plans to have identical basin size, grades/percent slopes, spot elevations and curb cut inlet and outlet locations.

11. Maximize rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area.

12. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0. Or see City of Tucson Ordinance 10597 -- Sec. 6-182. Rainwater Harvesting Plan: Number 3 (a) A separate water meter connected to the main water supply; or (b) An irrigation sub-meter.

1. 1. The proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency.

2. “Automotive, Service and Repair” has two subordinate types:

a. Automotive - Minor Service and Repair: Minor maintenance that involves operations that do not create excessive noise, such as auto washing, lubrication, and oil changing.
b. Automotive - Major Service and Repair: Major maintenance or repair services. Typical uses include muffler, brake, tune-up, stereo, alarm, air conditioning, and tire installation shops; general repair shops; service departments of dealerships; and automotive engine and transmission rebuilders.

If collision repair or paint booth services are to be offered, this would instead be categorized as a “Trade Service and Repair, Major: The maintenance, repair, or reconstruction of heavy equipment, machinery, large trucks, buses, or other similar vehicles and their component parts. The fabrication of parts and products on an individual basis is permitted. Typical uses include farm machinery repair services, body work and painting of automobiles and similar vehicles, and welding shops.”

If Trade Service and Repair, Major, it would be subject to use-specific standard 4.9.4.X which states “If located within 30 feet of a residential use or zone, the building walls shall have no openings, other than non-opening windows, within 30 feet of the adjacent residential use or zone boundary line.”

Clarify which of these uses the proposed project encompasses and that it meets any required use-specific standards.

3. Dimensional standards for C-3 are below:

a. The maximum lot coverage is 80% for residential and N/A for nonresidential
b. The maximum height is 75’
c. The perimeter yards are as follows:
i. To the north and west, adjacent to R-3 zoning: 1.5 times the building height
ii. To the east, adjacent to N Main Av, an arterial: 10’
iii. To the south, adjacent to C-3 zoning: 0’
4. Commercial services require a parking ratio of one motor vehicle space for every 300 square feet of gross floor area (GFA). If the shade structure is used as cover for working area for vehicles, it may count as GFA. In addition, aerial photography shows a possible 40’ shipping container on the northern lot line. If so, depict this on future plans and indicate its square footage as it will also count as GFA.
a. Without clarity regarding the actual GFA on site, based off of estimates provided on the site plan, it appears that as many as 21 motor vehicle parking spaces may be required. This cannot be confirmed until GFA is confirmed.

Although some administrative reductions, including through providing additional electrical vehicle or bicycle parking are available, these would likely be insufficient to reduce the parking requirement enough. As such, an Individual Parking Plan may be required per UDC 7.4.5 to reduce parking if it cannot be provided on site. Contact Mark Castro at mark.castro@tucsonaz.gov for more information about initiating an IPP, including its process and application.

b. Parking spaces must be designed according to UDC 7.4.6. In addition, as N Main Av is an arterial street, parking spaces cannot be designed to back out into the street in order to maneuver.

c. Parking spaces dedicated to the storage of vehicles while they are being worked on cannot count towards the required parking space requirement.

5. Please clarify on plan submittal where and how cars being stored overnight to be worked on will be stored on the site. Such vehicles cannot be parked and stored in public parking spaces on adjacent streets.

6. Per UDC 7.4.8, two short-term bicycle parking spaces and two long-term bicycle parking spaces are required on site.

7. Per UDC Technical Standards Manual (TSM) 7-01.3.3, pedestrian circulation is required to connect all public areas of a development as well as to that only an adjacent streets. No pedestrian circulation path is shown to N Main Av.

8. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package/Tentative Plat review process, the Site Zoning Review Section will conduct a full review to assure compliance with applicable UDC development criteria and technical standards.
