ACTIVITY NO: TP-PRE-0125-00015 ADDRESS: 4726 S COUNTRY CLUB RD ZONING: C-2 COMMERCIAL ZONE This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards. SITE LANDSCAPE/NPPO COMMENTS: 1. The north parking area spaces are being relocated to the south parking area and landscape islands are being proposed. The requirement is 1 tree per every 4 parking spaces, which is also in compliance on the proposed plan. Provide the trees, a tree planting detail, inorganic ground cover for the landscape areas, drip irrigation lines for the trees and irrigation details for contractor installation. Depress the tree planting areas for rainfall only water harvesting. 2. No other comments or concerns with this ADOT required Right-of-Way adjustment. Development must comply with the Administrative Manual Section 2-06, Development Package. 2. *At time of writing these comments, preliminarily reviewing the site it does not appear the two rear storage buildings/areas have been permitted or multiple shade structures attached to the main buildings. Aerial views show these structures appear sometime after 2012/2013. When a development package is submitted these structures will need to be included and will be required to be permitted. If these two detached accessory buildings are greater than a 25% expansion, the entire site will be required to be brought up to code compliance. Or provide permit documentation for these structures Per UDC 1.4.2.E., On any lot that was under single ownership and of record on September 20, 1948, and divided by a zoning boundary into two or more separate zoning categories, the permitted uses and accessory uses allowed in one zone may encroach 25 feet into the other zone if such zone is more restrictive and the encroaching use is not permitted in the more restrictive zone. Based on the current zoning map, most recent aerial 2023 view, and provided site plan, it appears that UDC 1.4.2.E. is not in compliance with or with the last approved site plan from permit number T13OT00590. The entire portion of the R-1 zone appears in use for storage and or retail use. These uses are not permitted in the R-1 zone. A rezoning of the R-1 zone may be required for this rear portion of the parcel to be used for storage use. Per the last approved Certificate of Occupancy, this is a Retail Trade use and is allowed in the C-2 zone without use specific standards. 4. The 7-foot east setback will be a legal nonconforming site with the expansion of the right-of-way. Per UDC 6.4.5.C.2.b., for nonresidential and multifamily development abutting a Local Street: the minimum required street perimeter yard is 20 feet, as measured from the street property line (Country Club Rd). 5. This comment is made solely on the permitted 3863 sq. ft. principal building: Since parking appears it is going to be impacted and relocated - Ensure compliance with Table 7.4.4-1: Minimum Number of Motor Vehicle Spaces Required for Retail Trade Use Group 1 space per 300 sq. ft. GFA is required. 3863 sq. ft. / 300 = 13 required parking spaces; 1 required accessible/van parking space. The proposed number of parking spaces including accessible/van parking spaces is within the requirements for Retail Use Group. Outdoor storage was never approved on the last approved site plan. Parking for this use will need to be required. The outdoor storage use appears to be greater than 25% expansion requiring the entire site to be brought up to code compliance. 6. Ensure motor vehicle use area design criteria is compliant with 7.4.6 of the UDC. 7. This comment is made solely on the permitted 3863 sq. ft. principal building: Ensure compliance with Table 7.4.8-1: Minimum Required Bicycle Parking Spaces – a. For Retail Trade Uses Less Than 50,000sq. ft. GFA Short-term Bicycle Parking is 1 space per 5,000 sq. ft. GFA. and the minimum requirement is 2 spaces. b. For Retail Trade Uses Less Than 50,000 sq. ft. GFA Long-term Bicycle Parking is 1 space per 1 space per 12,000 sq. ft. GFA. Minimum requirement is 2 spaces. 8. Ensure bike parking design is compliant with 7.4.9 of the UDC. 9. Ensure compliance with Table 7.4.11-1: Minimum Required EVSE – Not applicable. 10. Ensure the site complies with section 7.8 of the UDC and sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual. a. The pedestrian circulation paths must comply with 7-01.3: Within all development, a continuous pedestrian circulation path is required as follows: A. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets. B. The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. 11. The existing water meter for this development may need to be relocated, if and when, the travel lanes of Irvington Road are expanded. If so, this will likely be done as part Tucson Water’s Country Club – Michigan to Irvington Distribution Design Project (which is currently under design). 2.
