COMMENTS:
1. The proposed development must comply with Administrative Manual 2-03, Preliminary Development Package which will need to be consistent with the formal Development Package submittal.

2. The proposed zone is O-1 and the use is Medical Services, outpatient which is permitted, subject to use specific standards 4.9.4.O.1, 4.9.4.P.1, 4.9.4.R, and 4.9.13.J (UDC Table 4.8-3).

4.9.4.O.1 - The use shall provide a minimum of one off-street loading space or the number of spaces required in accordance with Section 7.4, Off-Street Loading, whichever is greater.

4.9.4.P.1 – The facility must front on a street on the MS&R plan or on a residential street, provided the residential street intersects a street on the MS&R Plan and the property is within 150 feet of a street on the MS&R Plan, measured along the residential street

4.9.4.R.1 - Chain link fencing shall not be used to meet screening requirements

4.9.4.R.2 – Refuse areas shall be setback at least 20’ from the street property lines abutting a residential use or zone

4,.9.4.R.3 - Refuse areas shall be screened from the street with materials similar to those of the principal building.

4.9.4.R.4 - Noise-generating equipment shall be located in an area away from adjacent residential uses or vacant residentially zoned property.

4.9.4.R.5 Vehicular access shall be from other than internal residential neighborhood streets

4.9.4.R.6 – Consolidation of parking areas and access points shall be required for sites with multiple buildings. Consolidation of parking areas and access points is encouraged for adjoining sites

4.9.4.R.7 -New construction shall be reviewed by the Design Review Board for architectural and site design compatibility with the surrounding residential area.

3. A lot combination is required to meet some of these use specific standards

4. The required parking is 1 space per 200 square feet gross floor area (UDC Table 7.4.4-1)

5. The required bicycle parking is 1 short term space per 5,000 square foot gross floor area, and 1 long term space per 12,000 square foot gross floor area. There is a minimum requirement of 2 short-term and 2 long-term bicycle parking spaces (UDC 7.4.8). These spaces must meet the design standards in UDC 7.4.9.

6. Medical services uses require 5% of the required parking to be EV Ready and 15% to be EV Capable. If the proposed expansion is less than 25% in gross floor area, the EVSE parking requirements only apply to the parking associated with the proposal.

7. Provide a pedestrian circulation path that connects all areas of development and to any adjacent street frontage. The path must be ADA accessible and a minimum of 4’ wide (TSM 7-01).

8. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards.
