This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards.

COMMENTS:
1. There was a previous NPPO that was approved on 5/28/2014. Please show that there are currently no plants of significance on the site with the required NPPO Waiver.
2. There are currently plants of significance as part of the street landscape border on both S Kolb Rd and Camino Boleadoras. Please show on your landscape plans where these will be utilized on the site.
3. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.
4. Ensure the required number of trees is in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.
5. There will need to be a street landscape border on S Kolb Rd & E Camino Boleadoras per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.
6. Depending on future development, there may need to be an interior landscape border on the west and south sides of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.
7. PAD-7 REQUIREMENTS
a. See page 21 of the PAD for the eastern portion of Boleadoras street cross-section, in particular the landscape and sidewalk notes.
b. There is a Secondary Entry Statement at the corner of Kolb Rd and Camino Boleadoras – please advise how this will be addressed in your DP.
c. See #3 and #4 under D. Landscape Plan for primary and secondary streetscape design
8. See Engineering notes for Retention/Detention.
9. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.
10. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Please include spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan.
11. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot.
12. Water harvesting areas shall also be protected from fueling and gas tank watershed areas. The drainage report shall clearly address this issue and provide proper recommendations as to the appropriate locations for water harvesting.
13. Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package. Building permits may be applied for concurrently with the development package; however, the development package must be approved prior to approval of the associated building permit.
2. The site is located within Development Area 18 of PAD-7, La Estancia Planned Area Development. A General Merchandise Sales, excluding Large Retail Establishment, use is permitted in this development area, subject to use-specific standards 4.9.9.B.3 and 4.9.13.O.
3. Per UDC 7.4.6.C., gasoline pumps or other hose locations do not count as required parking. The required motor vehicle parking “may be reduced up to 15% of the number of spaces required if the applicant demonstrates substantial compliance with the La Estancia Design Guidelines, or through an Individual Parking Plan (IPP) (UDC 7.4.5.A).”
4. Ensure that the proposed short-term bicycle parking location is within 50 feet of each public entrance (UDC 7.4.9.C.2).
5. Two long-term bicycle parking spaces are required for the proposal. Long-term bicycle parking may be shown indoors.
6. Ensure compliance with Technical Standards Manual Section 7-01.4.3. All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet.
7. Ensure access standards found in Section 7.8 of the UDC and Sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met.
8. All proposed development plans and subdivision plats within the PAD area shall have been submitted to the La Estancia Design Review Committee prior to the development plan or subdivision review by the City of Tucson. 2. Existing curb along Camino Boleadoras and along Kolb Rd may remain if it is within tolerance of current standards.
3. Existing curb access ramp on the SW corner of Camino Boleadoras and Kolb Rd may remain if it is within tolerance of current standards.
4. New curb returns on Camino Boleadoras and on Kolb Rd are to have a 25 Ft. radius. (Match existing. Transitions are fine.)
5. Entryway distance from opposite roadway- 150 Ft minimum.
a. Eastern edge curb-cut on Camino Boleadoras must be a minimum of 150’ from the curb-line of Kolb Rd.
b. Norther edge curb-cut on Kolb Rd must be a minimum of 150’ from the curb-line of Camino Boleadoras.
6. New curb access ramps to be constructed at each curb return, per P.A.G. standard 207.
7. New concrete curb per P.A.G. standard 209.
8. Additional sidewalk along Kolb Rd, per P.A.G. standard 200. Match existing width.
9. A sidewalk-connection is needed from the onsite circulation path, to the sidewalk in the ROW along Kolb Rd.
10. At the sidewalk connection along Camino Boleadoras and along Kolb Rd, a 60” X 60” ADA landing is required. Landings shall be 60” X 60” and not to exceed a 2% cross slope in all directions.
11. In the median across from the “right-in/ right-out” on Kolb Rd, a “ONE WAY ONLY” sign is needed. Sign No. R6-1 per MUTCD.
12. 3’ minimum buffer between curb and sidewalk, unless ROW is limited.
13. Protect in place or relocate accordingly, existing regulatory or warning signs.
