Santa Cruz Lane, approximately 200 feet west of the onramp from I-10 to I-19 South. The current proposal includes a 40-foot by 40-foot Sun State Towers lease area with six-foot-tall chain link fence, along with two 4-foot-wide swinging access gates. A 50kW Verizon Generator on a 4x8-foot concrete pad is included in this proposal. The site is located within the R-1 Residential Zone and the Santa Cruz Area Plan (Key Parcel 7). Policy direction is also provided by Plan Tucson, the City’s 2013 General and Sustainability Plan. Plan Tucson The subject property is covered by the Plan Tucson, and the proposed tower location is within the Existing Neighborhoods Building Block. Neighborhood centers feature primarily developed and largely built-out residential neighborhoods and commercial districts in which minimal new development and redevelopment is expected in the next several decades. Plan Tucson includes the following policies for telecommunications facilities: LT28.4.10 Require telecommunications facilities be located, installed, and maintained to minimize visual impact and preserve views. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers should be a prime consideration in the City’s acceptance and approval. LT28.4.11 Improve the appearance of above-ground utilities and structures and extend access to high-tech wireless communications facilities throughout the City. LT.28.6.11 Support environmentally sensitive design that protects the integrity of existing neighborhoods, complements adjacent land uses, and enhances the overall function and visual quality of the street, adjacent properties, and the community. Santa Cruz Area Plan The Santa Cruz Area Plan has no specific policy direction regarding wireless communication facilities. Key Parcel 7 calls for continued industrial development while taking care to protect and buffer existing residential areas. The proposed commercial wireless communication facility will be evaluated based on the project successfully addressing potential visual impacts. SURROUNDING ZONING AND USES: The site is zoned R-1 Residential Zone and is located at the southeast corner of Santa Cruz Ln approximately 200 feet west of the onramp to I-19 South. The affected parcel is approximately 76-77 acres of land. Properties to the west are zoned R-1 Residential, but those properties are unlikely to be developed as they are dominated by the Santa Cruz Riverbed. Properties to the north are zoned P-I Park Industrial or I-1 Industrial, while properties to the east are zoned R-1, or more distantly I-1, but these zones are primarily over the easement for the interchange between I-10 and I-19. The property to the south is zoned R-2. Surrounding land uses include multi-use paths associated with The Chuck Huckleberry Loop system, the Santa Cruz Riverbed, and vacant industrial land to the north. The entire parcel and surrounding parcels are within the Julian Wash Archeological Sensitivity Zone. The current land use on this parcel includes a floodway diversion channel, multi-use recreational path, Ryland Landfill, and a Tucson Water Booster Station. ANALYSIS: This special exception request is for the construction of a wireless communication facility in the R-1 Residential Zone under UDC Section 4.9.4.I.7. The proposed use includes an 80-foot-tall Sun State Towers Pole, a 6-foot tall 40-foot by 40-foot chain link fence, and assorted electrical and communications equipment. The applicant is advised that as the tower is taller than 50.0 feet from grade, and less than twice the height from any land zoned R-1, a Mayor and Council Special Exception Procedure will be required. Your next step will be to host and document a neighborhood meeting and preparing materials for an appearance before the Zoning Examiner. This must be completed prior to scheduling an appearance before the Mayor and Council. More information can be found at tucsonaz.gov/pdsd/entitlements . A radio frequency (RF) coverage map must be provided with the application submittal, along with a statement that the applicant has investigated other verticality in the area, and there are not suitable towers on which to co-locate. Additionally, no foot pegs should be showing to give the utility pole a smoother look. Photo simulations will be required along with the complete plan drawings. Based on the standards listed above, from both Plan Tucson, and the Santa Cruz Area Plan, A plan amendment is not required. ADDITIONAL PLAN POLICIES TO CONSIDER: None ADDITIONAL NOTES: • This site is contained within an Archeological Sensitivity Zone, and an Archeological Monitor hired by the applicant is required to be on-site during any digging, unless a waiver is issued. • Page LS-2 of the submitted plans references a proposed 85-foot Monoelm tower. The rest of the plan set indicates an 80-foot Monopole, and that has been taken as the correct description for this review. Please ensure further plan submittals consistently describe the proposed development. • In addition to an RF Coverage Map and report on existing verticality/colocation, photo simulations of the tower from surrounding areas, especially from the closest residential land use, must be provided. |
