TP-PRE-0123-00071 ADDRESS/PARCEL: 1540 N SILVERBELL RD/115-20-198A ZONING: R-1 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards. COMMENTS: 1. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 2. Ensure the required number of trees is in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 3. See Engineering notes for Retention/Detention. 4. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 5. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. 6. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot. One way to maximize rainwater harvesting across the site would be flush curbs & parking blocks in the vehicular use areas instead of using curb cuts. 7. Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening as well as the conditions laid out in PAD – 36. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. Development must comply with the Administrative Manual Section 2-06 - Development Package. Building permits may be applied for concurrently with the development package; however, the development package must be approved prior to approval of the associated building permit. 2. Parks and Recreation is a permitted use in the R-1 and R-2 zones, subject to use-specific standards 4.9.13.B and .C. 3. Per UDC Table 6.3-2.B, lot coverage is restricted to a maximum of 60% for Recreation uses within the R-1 and R-2 zones. 4. Ensure compliance with Technical Standards Manual Section 7-01.4.3. All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet. 5. TW Hydraulic Modeling Review | REVIEW COMPLETED | 1. Tucson Water has no objections to the proposed development and offers the following comments for your convenience: 2. W. Lester Street appears to be mislabeled as W. Linden Street” on the preliminary development plan. 3. There is no 16” water main in Lester Street (or Linden Steet) as shown on the preliminary development plan. 4. The existing water transmission main in Silverbell Road is a 24” transmission main, not 16”, as shown on the preliminary development plan. 5. There is an existing 6” public water main in Silvercroft Avenue that terminates at the property line. If it is to be extended onto the property as shown on the preliminary development plan, that extension must be a public water main. 6. The design of any new public water mains will need to be accepted within Tucson Water’s normal Water Master Plan and Water Design Plans, if the total construction cost of these new public water mains is equal to, or will exceed $50,000. If the total cost of the proposed public water mains is less than $50,000 they may be constructed under Tucson Water’s Job Order Contract process without the need for these reviews. 7.
