1. COMMENT: It appears the proposal includes 7 fuel dispensers – please clarify if each station is serving a single vehicle, or if each fuel dispenser will serve two vehicles. If each fuel dispenser is intended for two vehicles, the site is exceeding the permitted maximum number of fuel dispensing locations. Per UDC Table 4.8-4, the proposed use – Retail Use – General Merchandise Sales, excluding Large Retail Establishment is permitted in the proposed zone – C-1 – subject to use specific standards 4.9.9.B.3 and 4.9.13.O. Use specific standard 4.9.9.B.3 states, “the site is limited to a maximum of 12 fuel dispensing locations” and per a Zoning Administrator Determination dated April 10, 2001, a fueling station is where one vehicle can be fueled from a pump, if you can fuel two vehicles at the same time from one pump, its two stations.

2. COMMENT: Include a General Note stating the proposed use is Commercial – Food and Beverage Services subject to use specific standards 4.9.4.M.1 & 5 and 4.9.13.O.

3. COMMENT: Include a vehicular parking calculation that includes the required number of parking spaces for the Commercial – Food and Beverage Services (UDC Table 7.4.4-1).

4. COMMENT: Include a bicycle parking calculation that includes the required number of spaces for Commercial – Food and Beverage Services (UDC Table 7.4.8-1).

5. COMMENT: Include an Electric Vehicle Supply Equipment parking calculation for both Retail - General Merchandise Sales, excluding Large Retail Establishment and for Commercial.

6. COMMENT: Demonstrate graphically compliance with rezoning condition 6 “Owner/developer shall provide landscape and/or screening to soften the visual impact of vehicle stacking areas for drive-through window lanes. Landscaping provided shall be equal to 120% of the number of plants required under the LUC/NPPO” (Rezoning case C7-07-27).

7. COMMENT: Demonstrate graphically compliance with rezoning condition 12 “Owner/developer shall provide an irrevocable offer to dedicate an easement to the City for construction and public use of Hidden Hills Wash Trail. The easement shall be bounded by the 50’ wash setback line on the east side of Hidden Hills Wash and the west, north, and south property lines of the subject parcel” (Rezoning case C7-07-27).
