Entitlements - Standard REVIEW COMPLETED The Manzo Neighborhood Plan classifies the subject parcel as Commercial / Residential Use. The Plan does not address drive-through or drive-in establishments. It appears there are currently four drive-through restaurants operating with a 600-foot radius of the site. A drive-through or drive-in establishment on this site is consistent with surrounding uses. A plan amendment is not required. An updated 207 Waiver from the current property owner will be required.

Site Zoning - Standard REVIEW COMPLETED 1. COMMENT: Commercial - Food and Beverage Services is permitted in C-1 subject to use specific standards 4.9.4.M.1 and 5, and 4.9.13.O. Applicable use specific standard 4.9.13.O.1.a states "Drive-through services are prohibited except Commercial Services Uses may provide one drive-through lane". A break-away lane with the single drive-through lane as depicted in the Preliminary Development Plan complies with this standard.

Traffic Engineering Review - Standard REVIEW COMPLETED Per the Traffic Impact Analysis conducted in support of the change of rezoning condition request, the signalized intersection of Speedway Blvd/Silverbell Rd is anticipated to operate with acceptable Level of Service (LOS) with the opening of the fast food with drive-thru restaurant on Silverbell south of the Circle K and Auto Zone. The surrounding roadway network can accommodate for the new development without ROW improvements. Based on the findings reported in the TIA, DTM does not object to the development moving forward. No comments on the TIA.
