The request modifies allowable uses within an area of the PAD, roadway cross-sections, and a significant change to traffic circulation by removing the planned access to newly constructed residential neighborhoods to Drexel Road. Please provide more information for further review, and for determining the correct process to proceed (Major or Minor Change). * What types of uses are proposed for Development Area C? Area C was originally proposed without traffic-generating uses, and uses from Area A are, in general, more intense. * Drexel Road is likely to be downgraded from an Arterial to a Collector, and is a two-lane road under I-10 with no shoulders or sidewalks. Traffic impact analysis will be required for more intense traffic-generating uses. * Are there new cross-sections for the upper spine road? The PAD does allow the absorption of the abandoned Littletown Road right-of-way, but should be requested in conjunction with a development plan to ensure proposed uses are compatible with the residential neighborhood to the south through conditions on landscaping, screening, and solid waste collection. |

| Traffic Engineering Review - Standard | REVIEW COMPLETED | DTM does not object to the potential re-thinking of the 100 ft ROW spine road at the north end of the PAD. Because the development has moved forward with lower traffic generators being constructed than originally anticipated, a narrower roadway section could be appropriate, and this could be determined in a future traffic study to be conducted at the time of development. We do note that the connection of the spine road to Drexel Rd should move forward as the development continues. Connecting the spine road to Drexel Rd would allow for a secondary access point for the hundreds of homes in the development in case the Valencia Rd/Valencia Crossing Dr intersection were blocked off for an emergency. We wouldn't want to see those hundreds of homes landlocked. |
