Historic REVIEW COMPLETED Per the City of Tucson U.D.C. 2-03.4.2.C, preliminary development packages (PDPs) are required to provide a letter from the Arizona State Museum, the State Historic Preservation Office, or a qualified archaeologist indicating whether the site has been field surveyed, whether there are archaeological or historical resources on or adjacent to the site, and stating their recommendations with regard to further investigation and/or preservation. Please re-submit this as part of the PDP.

IPC - Site Engineering REVIEW COMPLETED 1. No comments from site engineering
observational note:
Section II.E Hydrology & Drainage discusses the FEMA floodplain associated with the Coronado Ridge Wash and the LOMR to remove the portion of the property from FEMA's floodplain maps and with that removing the area of the development that encroaches into the floodplain, therefore, ERZ regulations will not apply. However, since the Coronado Ridge Wash is not designated as an ERZ wash the floodplain associated with the wash is not ERZ and not subject to ERZ regulations. Only the floodplain from the Tanque Verde wash would be subject to ERZ regulations for this site.

IPC - Site Zoning REVIEW COMPLETED 1. COMMENT: Ensure the proposed density complies with UDC 8.7.3.D.4, Residential density in Flexible Lot Development projects is based on the developable area (as defined in Section 11.4.5, Definitions – D) of the site. Zoning acknowledges the current parcel is approximately 9 acres; however, based on the above standard, not all of the area can be used to calculate density.

Per UDC 11.4.5, Developable Area is defined as ‘the land area of a site controlled by a single landowner or entity at the time of issuance of building permits or approval of a subdivision plat if subdividing the property, including those areas which are dedicated as natural areas within a Hillside Development Zone (HDZ) area, but exclusive of any floodway property as described in Chapter 26, Division 1, Floodplain and Erosion Hazard Area Regulations, of the Tucson Code. Those areas within a floodway shall be included in the developable area where the Planning and Development Services Department Engineer have approved construction of a principal building or of an accessory or incidental structure.’

2. COMMENT: Per UDC 8.7.3.P.1.b.1, “an applicant shall hold a neighborhood meeting in accordance with Section 3.2.2.C.1.b prior to submitting an FLD application.”

3. COMMENT: The minimum setback requirement adjacent to Speedway Boulevard is 20’ measured from the existing or future property line. Per UDC 6.4.5.C.1.a, “for single family, duplex, and middle housing development, the minimum required front street perimeter yard is 20 feet measured from the street property line”

IPC - Traffic Engineering REVIEW COMPLETED As documented in the Traffic Statement attached to the DCR document, the trips to be generated by this 57 attached home development are low, with about 27 AM peak hour trips and 29 PM Peak hour trips to be generated. This represents a small decrease in AM peak hour trips and small increase in PM peak hour trips when compared to the previous site use of charter school. The amount of traffic to be generated by this development can be accommodated for by the existing roadway network. No traffic concerns. Thanks!

Tucson Water New Area Development REVIEW COMPLETED Based on the information provided, Tucson Water has no objections to the proposed development.
For development, a looped water system will be required. If such looping is not technically feasible, a written explanation of what legal and/or technical reasons prevent such looping must accompany the Master Water Plan when it is submitted for review. (A Letter of Variance)
A Water master plan will need to be prepared for this project and submitted to Tucson Water and local Fire Department for review and approval. The master plan must show the water main layout and identify if there is construction phasing for the new water mains.
The Water Master Plan and detailed Water Design Plan are separate submittals that must be made through Tucson Water’s electronic plan portal at https://cityoftucsonaz-energovweb.tylerhost.net/apps/selfservice#/home, or can be combined into an “at risk” submittal.
More information about Tucson Water’s Water Master Plan and detailed Water Design Plan processes can be found on-line at https://www.tucsonaz.gov/Departments/Planning-Development-Services/Frequently-Asked-Questions/Tucson-Development-Center-Online-Instructions
Please note that the available option to provide domestic water service for the proposed project is to tie into the existing service stub from the 8-inch PVC water main (D Zone) located on the southwest side of the parcel, within the right-of-way of E Speedway Blvd.
Water pressure in this area is 79-86 PSI at an elevation of 2593ft. Water pressure can vary by an additional 5 psi +/.
This project may receive higher than normal water pressure and may require individual pressure regulators as part of the private plumbing.
The building currently has two existing domestic water meters of varying sizes, as well as a 4-inch fire service line. These services are connected to the same water main mentioned above.
If these services will be abandoned due to the building being demolished, and new service connections will be required, please contact Tucson Water’s New Services Section by calling 520-791-5164 or by sending an email to TW_Common@tucsonaz.gov.

This parcel falls within an Archaeological Sensitivity Zone. For additional information or requirements, please contact the City of Tucson Historic Preservation Office at (520) 837-4984 or PDSDHistoric@tucsonaz.gov.
The above comments are based on the limited preliminary information provided by the applicant and should not be construed as a complete review of the proposal. Any questions, comments or concerns about these comments may be directed to Deepesh Dawadi
