1. This parcel is included within Davis-Monthan AFB Airport Departure Corridor 3 (ADC-3), which under the City of Tucson Unified Development Code, be subject to Article 5.6 (Airport Environs Zone), and specifically, 5.6.8.C. Among the standards of ADC-3 are the following:

• 5.6.8.C.1.a. For uses in the Industrial, Wholesaling and Storage land use groups, the maximum FAR is .40 of the project site area;
• 5.6.8.C.1.b. For all other non-residential land use groups, the maximum FAR is .20 of the project site area;
• 5.6.8.C.1.c. The minimum project site area is five acres;
• 5.6.8.C.1.d. The maximum permitted building height is 62 feet from design grade elevation or the height limit of underlying zone, whichever is more restrictive; and,
• 5.6.8.C.1.e. Any meeting space and function areas where people gather in excess of 5,000 square feet in area shall be located underground.

Uses within the Retail Trade Use Group, Utilities Use Group, and Commercial Services Use Group – for example, Administrative and Professional Office; Food Service; Medical Service; Technical Service; Transportation Service, Air Carrier; and Transportation Service, Land Carrier; Traveler’s Accommodation – would be required to utilize a .20 floor area ratio (FAR).

Per 5.6.10, exemptions to the standards of 5.6.8.C would require a Zoning Examiner Special Exception Procedure, as well as notification of the DMAFB Installation Command.

2. Within the City of Tucson jurisdiction, S Houghton Rd, S Harrison Rd, and E Brekke Rd are designated as arterial roads. As such, this parcel would be covered by the Major Streets & Roads Overlay, subject to UDC Article 5.4.

3. S Houghton Rd in this area is designated an “arterial scenic” road with a future right-of-way width of 130’. As such, this parcel would be covered by the Scenic Corridor Zone (SCZ), subject to UDC Article 5.3.

4. Contiguous parcels already within the City of Tucson jurisdiction are also designated as Environmental Resource Zone (ERZ), subject to UDC Article 5.7.


Per 5.7.2.F, “As annexation occurs, additional resource corridors or extensions of resource corridors may be added to the ERZ Maps.”

An Environmental Resource Report (ERR) may be required for development in ERZ.

In ERZ, when critical riparian habitat areas are disturbed, a mitigation plan that addresses encroachment and restoration is required. ERZ also limits encroachment into the 100-year floodplain.
